RECOMMENDED ACTION:
Adopt Resolution No. 96 -a@ which approves the plans and specifications f
residential street sealing contract and directs the Ci Clerk to solicit bids for the pro
ITEM EXPLANATION:
For a number of years, the City of Carlsbad has made a strong commitment '
systematic preventative maintenance of pavements on its road system. This pro!
utilizes a combination of chip seals, slurry SdS, and tJaVQm€!ni OW\ayS 10 revfidizf
protect pavements. This program extends the life of the roadway surface alleviatini need for costly roadway reconstruction. This program has been extremely effective i
past, resulting in one of the finest roadway systems in the County.
The Pavement Management Program has divided the City into quadrants. Once ever
years, every residential street is surveyed and a decision is made on the tyl
rehabilitative treatment that is needed. At a minimum, residential streets will be s
every eight years. Approximately $1,000,000 of gas tax funds will be required eacb
to fully maintain the system to optimum standards.
This contract consists of applying a rubberized asphalt seal to approximately 2C
square yards of residential streets in the southwest quadrant.

This project is categorically exempt from environmental review under the provisions
California Environmental Quality Act (CEQA).
FISCAL IMPACT:
The Engineer's Estimate for the completion of this contract is $140,000. Funding
project is from Maintenance Account Number 152-820-51 10-241 2 which has a
balance of $1,191,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAI
CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS FOR
RESIDENTIAL STREET SEALING CONTRACT AND DIRECTING THE CITY CLEF
TO ADVERTISE FOR BIDS FOR SAID PROJECT, PROJECT NO. 241 2-S.
WHEREAS, the City Council of the City of Carlsbad has determined it n
desirable, and in the public interest to seal residential asphaltic concrete streets; and
WHEREAS, the plans, specifications, and contract documents for completing tl
have been prepared and are on file in the Engineering Department of the City of Carl
WHEREAS, the approved 95-96 Maintenance budget includes sufficient funds tc
this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
California, as follows:
