H IYTGm DEPT. g/19'95 ENG FOR POINSETTIA PARK PHASE I PROJECT NO. 3348 CITY AT CITY MC I I t RECOMMENDED ACTION: Adopt Resolution No. 95-aGY accepting bids and awarding a contract for the ofl grading of Hidden Valley Road and construction of Poinsettia Community Park Phaz ITEM EXPLANATION: On June 20,1995, the City Council approved the plans and specifications for the Poins Community Park project. Hub project to L.R. Hubbard Construction Co., Inc. Construction is scheduled to begin September 20, 1995 and is anticipated to tak months plus a 4-month landscape maintenance period. The park is scheduled to op late Summer 1996. Included in this contract will be the following: Construction Co., Inc., in the amount of $3,192,816. A combination restroom/snackbar building. One lighted full-size soccer field with two youth overlay fields. Childrens play area. Picnic area. Landscaping (areas where future facilities will be located will not be landsca The contractor is being offered an incentive bonus to complete the permanent landsci on the westerly slopes of the project before January 1 , 1996. Completing this work benefits the City in three ways: 1. It eliminates the need for temporary erosion control which reduces constn costs. 2. It reduces the possibility of slope erosion and sediment run-off inti environmentally sensitive area. : 3. It reduces the time a bare manufactured slope will be visible from Paseo del F z 0 3 0 e 0 Page 2 of Agenda Bill No. /3,, 3314 The bonus being offered is $1,000 per calendar day for every day the landscapil completed before January 1 , 1996. In order to provide access to the park, the off-site portion of Hidden Valley Road will be graded with this project. From Camino de las Ondas to the park site, Hidden \i Road crosses property owned by Greystone Homes, Bramalea California and S Seaside Heights. Two of the property owners, Greystone Homes and Sambi Sei Heights, are proceeding with development of their parcels and will be required to ext a reimbursement agreement with the City before their permits are issued. T agreements will require Greystone and Sambi to reimburse the City for the cost of gri Hidden Valley Road on their respective properties. The third property owner, Bramalea, granted the right-of-way for Hidden Valley Road t City on the condition that the City grade the portion of Hidden Valley Road on pro QVVned by Bramalea at no charge to Bramalea. Staff anticipates receiving reimbursement agreements from Greystone Homes and S Seaside Heights sometime this month. If the City is forced to improve the off-site PC of Hidden Valley Road, these agreements will enable the City to recover the costs these developers. ENVIRONMENTAL REVIEW: The Planning Director issued a mitigated negative declaration for the Poinsettia Comrr Park project on July 30, 1992 finding the project was consistent with the implemeni of the California Environmental Quality Act (CEQA) and the environmental prote ordinances of the City of Carlsbad. COASTAL DEVELOPMENT PERMIT: Staff anticipates issuance of a Coastal Permit by the California Coastal Commission t: time of award. All conditions of the Coastal Permit will have been met. CONDITIONAL USE PERMIT: The Planning Commission adopted Resolution No. 3434 on October 7, 1992 appr CUP 92-05 for the Poinsettia Park project. WHEREAS, the City Council of the City of Carlsbad has determined it ne desirable, and in the public interest to award a contract for the grading of Hidden Val1 and construction of Poinsettia Community Park Phase I; and WHEREAS, five (5) sealed bids were received on August 10, 1995 for the proje WHEREAS, the lowest responsive, responsible bid for the project was submittec Hubbard Construction Company Inc., in the amount of $3,192,816; and WHEREAS, additional funds are needed in Account No. 320-820-1 823-3348 to ( cost of construction, inspection, testing, and contingencies; and WHEREAS, the City Council may, at its discretion, appropriate additional funds ta No. 320-820-1 823-3348; and WHEREAS, the City Council may, at its discretion, authorize the City Manager to construction change orders up to a cumulative amount it deems necessary and propc NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of t California, as follows: 1.
