Carlsbad ADS flow metering stations.
ITEM EXPLANATION:
The Encina Wastewater Authority (EWA) first implement1 centralized flow meter system in 1989, under a sole source c
with ADS Environmental Services (ADS), who supplied the flow m equipment. The contractor also included a service agreemen allowed ADS to provide regular maintenance and trouble-shootin! system.
The centralized flow meter system consists of flow metering s at various points in the joint sewer system. These flot stations measure the flow from each member agency. These flo
determined, are used to help calculate each member agency’s s the annual EWA operating budget. These flow meter stations a used to help determine areas contributing high flows during abn
wet weather. Overall, the centralized system has pe satisfactorily since its implementation. However, there ha times, especially during heavy rains (i.e. peak flow conditions the Quadrascan Model 2000 gravity meters have provided unui
questionable results.

FISCAL IMPACT:
Although this was not a budget item in the 1995 - ‘96 Sewer Ope
Budget, there are adequate monies available to fund the $
upgrade of the flow metering stations. The required $26,400 wo appropriated out of the Sewer Replacement Fund. Those monies then be paid to EWA to fund the upgrade.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING APPROPRIATION OF FUNDS FROM THE SEWER REPLACEMENT FUND TO THE ENCINA WASTEWATER AUTHORITY TO UPGRADE ADS FLOW METERING STATIONS
WHEREAS, the City of Carlsbad is a member agency of thc
Wastewater Authority; and
WHEREAS, the City of Carlsbad owns three sewer flow n
stations that are part of the Encina Wastewater AI
centralized sewer system implemented by the Encina Wa:
Authority; and
WHEREAS, the Encina Wastewater Authority has determir
the gravity meters that are currently measuring flow
metering stations under certain peak flow conditions have 1
unusual or questionable results: and
WHEREAS, the Encina Wastewater Authority is upgrad
meters to a new, techno-logically advanced meter that will r(
more accurate flow readings; and
WHEREAS, as a member agency of the Encina Was
Authority, the City of Carlsbad is responsible for its I
costs associated with the upgrade in the amount of $26,40(
WHEREAS, there are sufficient funds in the Sewer Rep:
Fund to pay for the City of Carlsbad's upgrade costs.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct
2. That the City Council authorizes payment of $2(
the Encina Wastewater Authority from the Sewer Replacement
pay for the upgrade of the ADS flow metering stations.
