RECOMMENDED ACTION:
95445 Adopt Resolution No. reclassifying an Office Specialist II to Senior Office Specialist in thc
City Clerk’s Office.
ITEM EXPLANATION:
Prior to FY 1991-92, the primary responsibility of the Office Specialist I1 in the City Clerk5
Office was to coordinate the records management program which includes, document preparatio
and microfilming of city records. Beginning in FY 1991-92, the City Clerk gradually started 1
eliminate the funding for microfilming because of budget constraints, thus significantly
reducing the responsibilities of this Office Specialist I1 position. Over time, a storage problen
resulted because of not being able to microfilm to reduce the volume of official documents kept
within the City Clerk’s Office. In FY 1995-96, the budget to microfilm documents for storage
was reinstated and the responsibility to coordinate this function was once again included as the
primary duty of the Office Specialist I1 in this department. Recently, Human Resources
conducted a job audit of this position and based on the specialized knowledge required to perfori
the restored duties, staff recommends reclassification to the Senior Office Specialist level.
The duties of document preparation for microfilming involve verifying the completeness of ea(
file and appropriately coding and referencing each document for retrieval access. The
incumbent must be knowledgeable about appropriate records management categories, usage of
documents and general legal guidelines in order to arrange and coordinate the scheduling of the
microfilming process. Over the course of a number of years, the incumbent gradually assumel
these responsibilities to coordinate this function independently. As a result, staff recommend:
recognizing the specialized knowledge required to perform this duty by reclassifying the
incumbent to Senior Office Specialist. The increased cost for this reclassification is expected
be funded within the City Clerk’s Office budget.
FISCAL IMPACT;
The annual salary range for Senior Office Specialist is $22,181.38 - $26,961.48. The
estimated annualized cost of $200 for the reclassification is available within the department’
current budget.

SPECIALIST II TO SENIOR OFFICE SPECIALIST IN THE
CITY CLERK’S OFFICF~
WHEREAS, the City Manager recommends and the City Council concurs, th:

WHEREAS, the City and the Carlsbad City Employees’ Association have met
conferred on the impacts of this recommendation on represented employees.
