Introduce Ordinance No. &sp3/b to establish a prima facie 25 mile per hour speec
upon Xana Way from Alga Road to its intersection with Unicornio Street. I 1 ITEM EXPLANATION:
Xana Way is not classified on the Circulation Element of the General Plan. Howe
serves as a local collector street located in the multi-family residential area northerly o
Road and easterly of Unicornio Street. This road follows a curvilinear alignmen
intersects with several private street intersections. Although Xana Way is locatec
residential area, the roadway does not meet the requirements of a residence distric
Engineering and Traffic Survey is required to establish a prima facie speed limit fo

Sections 22357 and 22358 of the California Vehicle Code authorizes local authoriii
establish a prima facie speed limit on the basis of the results of an Engineering and 1
Survey. The Engineering and Traffic Survey considers such factors as the numk collisions that have occurred on the road segment, roadway features, traffic VO~L
pedestrian volumes, adjacent land uses, driveway locations, critical speed, condition:
may not be readily apparent to the driver, horizontal and vertical alignment, stopping
distance, and superelevation.
Staff presented results of the Engineering and Traffic Survey to the Traffic S
Commission at their August 7, 1995 meeting. By a 4-0 vote, the Commi:
recommended that the prima facie speed limit on Xana Way between Alga Road
Unicornio Street be established at 25 miles per hour.
FISCAL IMPACT:
Installation of two speed limit signs will cost approximately $250.

ORDINANCE NO. NS-318
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAC
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBA
MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.490 TO ESTABLISH
PRIMA FACIE 25 MILE PER HOUR SPEED LIMIT UPON UNA WAY FROM ALG
ROAD TO ITS INTERSECTION WITH UNICORN10 STREET.
WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains a!
SECTION 1 : That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is 2
by the addition of Section 10A4.490 to read as follows:

Upon Xana Way from Alga Road to its intersection with Unicornio Street, the pri
speed limit shall be twenty-five miles per hour."
