Adopt Resolution No. qs-&?/ , directing staff to obtain the services of a firm to c
a coffee cart in the atrium of the main Carlsbad Library.
ITEM EXPLANATION:
The library is planning to open a coffee cart operation in the atrium of the main libr
December 1995. Such a service has been requested by the public for some time l
also has the potential to generate a modest amount of additional revenue. A Reqi
Proposal (RFP) and a Concession Permit have been drafted and reviewed by the (
Attorney. RFP’s will go out in October. Bid award would be made in November a
service would be installed and open to the public in December.
At a minimum, the selected contractor will provide a menu of gourmet coffees, tea:
drinks, muffins, and other snacks. Service will be available to the public most of tt
hours the library is open. The contractor will be responsible for upkeep and clean
of the atrium area and will ensure that the public does not take food and beverage
into the library. The City will provide electrical hookups, water, and other necessai
utilities and will manage all needed maintenance and improvements of the premis6
Concession fees paid by the contractor would equal $25 per day of operation or 8‘
gross income, whichever is greater. The RFP establishes an initial concession peri
period of six months, to ensure that the operation does not present major unanticir
problems that cannot be corrected.
While some libraries, Escondido is one local example, have purchased their own c
carts and run them with part-time staff, staff recommends that Carlsbad’s operatior
contracted out and managed entirely by the vendor. The library’s experience with
an outside vendor for photocopy machines has convinced staff that it is both more
effective and more efficient to let the experts handle everything in return for a share
revenues.
Providing this service to the public has been established as a library objective und
Council’s Cultural and Recreational Goal IV and was given final approval by the Lil;
Board of Trustees at their meeting of September 20, 1995.
FISCAL IMPACT:
Costs to the City to make needed improvements to the atrium are not expected to
a few hundred dollars, depending on the scope of the selected proposal. There ai
already adequate electrical and water hookups, though the precise locations may \

be altered. The door to the atrium has recently been converted to make the area
handicap accessible. Thirty-seven linear feet of wooden benching along two sides
atrium will need to be refinished and painted. There may also need to be some
modifications to the planted area in one corner. The potential revenues to the City,
on the schedule of concession fees in the RFP, should be at least $500-$600 per rr

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING A COFFEE CART
OPERATION IN THE ATRIUM OF THE MAIN CARLSBAD
LIBRARY AND APPROPRIATING SHARED REVENUE.
WHEREAS, staff plan to contract with a vendor to operate a coffee cart
the main Carlsbad Library by December 1995; and
WHEREAS, library patrons, staff, and the Library Board believe such an
operation will be a popular and well-used service to the public; and
WHEREAS, there is the potential for gross income estimated at about $

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City o
