FNG PACIFIC POINTE SECOMMENDED ACTION: Adopt Resolution No. 95-a%? approving the final map for Carlsbad Tract No. 94-02, Pacific Pointe. ITEM EXPLANATION: Engineering staff has completed checking the final map of Carlsbad Tract 94-02, also known as Pacific Pointe. This subdivision is within Local Facilities Management Plan (LFMP) Zone No. 1 and is located between Date Avenue and Olive Avenue and east of Garfield Street. It is comprised of 6 single-family residential planned development unit lots and one private open space lot on a total area of 0.72 acres. The final map conforms substantially with the tentative map as approved by Planning Commission on January 16,1995 per Resolution No. 3699. The final map also conforms to the General Plan and all the applicable requirements of the Municipal Code and City Standards. The applicant, LMD Pacific Pointe, a California Limited Liability Company, is requesting the recordation of said final map. This map has been found to be consistent with the Growth Management Ordinance. The project density is 9.36 dwelling units per acre which below the Growth Control Point of 11.5 dus/acre. This map has also been found to comply with the requirements of LFMP Zone 1. Currently, all public facilities within or impacted by Zone 1 meet or exceed the adopted performance standards. FISCAL IMPACT: The applicant has paid the folbwing fees as conditioned for map approval. 1. Park-in-Lieu Fee (6 Units @ $1,755) 2. Master Drainage Fee (0.79 ac @ $3,362) $10,530.00 $2,656.00 This project will generate the following fees at building permit issuance: 1. Traffii Impact Fees (6 Units @ $640 Outside CFD) 2. Sewer Capacity Fee (6 Units @ $l,606/EDU) 3. Water Service Connection Fee (6 Units @ $2,4OO/EDU) 4. lnclusionary In-Lieu Housing Fee (6 Units @ $11,465) $5,040.00 $1 o&36.00 $14400.00 $66,910.00 Page 2 of Agenda Bill No. lq3rf The exact amount of Public Facility Fees are unknown until the applicant submits an application for building permit. Public improvements for this project include full street improvements, drainage system, potable water system, reclaimed water system, and sewer system all to Cii Standards. No detailed economic impact analysis of this development has been conducted. While increased operating expenses related to this project are expected to be offset from the increased tax or fee revenue, no exact percentage of offset can be predicted. WHEREAS, LMD Pacific Pointe, UC, a California Limited Liability Company, have submitted a final map known as Carlsbad Tract No. 94-02 to the City of Carisbad for approval; and WHEREAS, the Tentative Map of Carl&ad Tract No. 94-02 with conditions, was approved by the Planning Commission on January 18, 1995, pursuant to Resolution No. 3899; and WHEREAS, the City Engineer has determined that said map substantially conforms to said conditionally approved tentative map; and WHEREAS, the conditions of approval for said final map have been completed or secured; and WHEREAS, the developer has offered public streets and public easements for dedication to the City of Cartsbad; and WHEREAS, the final map conforms to the City of Carl&ad General Plan and all requirements of city Codes and Standards; and, WHEREAS, the City Council of the City of Carl&ad determined lt to be in the public interest to approve said Final Map; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That said Final Map known as Carl&ad Tract No. 94-02 from LMD Pacific Pointe which is on file with the City Engineer and is incorporated herein by reference, is accepted. 3. That the City accepts the dedications shown on the final map. 4.
