Adopt Resolution No. 95-298 accepting bids and awarding a contract f(
construction of a traffic signal at the intersection of Alga Road and Batiquitos Drive, P
No. 3474. 1 ITEM EXPLANATION:
On August 8, 1995, the City Council approved the plans and specifications for Proje
3474 and directed the Crty Clerk to advertise for constnrction bids. On Septemk
1995, the following five (5) sealed bids were received:
1. Select Electric, Inc.
2. Lekos Electric, Inc.
3. DBX, Inc.
4: Knox Electric, Inc.
5. MCR Electrical Contractors, Inc.

Bids have been reviewed and analyzed. The lowest responsible bidder is Select E
Inc., which submitted a bid of ninety thousand three hundred ninety two ($90,392)
recommends award of the contract to Select Electric.
Construction is estimated to begin in early December 1995. The actual start dl
depend on the delivery date of the signal equipment from the manufacturer. Once !
construction is expected to be completed in less than thirty (30) working days.
This intersection will utilize a video traffic detection system for the north leg. T
eliminate the need for saw cutting the decorative concrete at the entrance to the Sar
project to install loop detectors, as requested by the owner, Barrett Homes. Utili2
video system will increase the cost of constructing the traffic signal by approx
$15,000. In order to expedite the signal installation, the video system is being pup
by the City and will be provided to the contractor for installation.

this project is categorically exempt from the requirements of the California Enviror
quality Act (CEQA) and a Notice of Exemption was filed by the Planning Director.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AWARDING A CONTRACT FOR THE CONSTRUCTION OF
A TRAFFIC SIGNAL AT THE INTERSECTION OF ALGA ROAD AND
BATIQUITOS DRIVE, PROJECT NO. 3474
WHEREAS, the City Council of the City of Carlsbad has determined it
desirable, and in the public interest to award a contract for the construction of a traffi

WHEREAS, five (5) sealed bids were received on September 28, 1995 for the p

NOW, THEREFORE, BE IT RESOLVED by the City Council of the Ci of
California, as follows:
1. That the above recitations are true and correct.
2. That the low bid submitted by Select Electric, Inc., in the amount of $90,39:
accepted and the Mayor is hereby authorized to execute a contract on behalf of the (
construction of said traffic signal.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad C
held on the 17th day of OCTOBER , 1995 by the following vote, to wit:
