Camino De Los Coches is classified on the Circulation Element of the General Plan
secondary arterial. It serves as access to Stagecoach Park and residential units loc
southerly of Camino De Los Coches. This road will also provide access to the drivc
serving the new La Costa Canyon High School scheduled to open in September 199t
this time, there is no posted speed limit upon Camino De Los Coches. An Engine6
and Traffic Survey is required to establish a prima facie speed limit for this street.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authoriik
establish a prima facie speed limit on the basis of the results of an Engineering and TI
Survey. The Engineering and Traffic Survey considers such factors as the numbc collisions that have occurred on the road segment, roadway features, traffic volu~
pedestrian volumes, adjacent land uses, driveway locations, critical speed, conditions may not be readily apparent to the driver, horizontal and vertical alignment, stopping :
distance, and superelevation.
Staff presented results of the Engineering and Traffic Survey to the Traffic Sz
Commission at their September 11, 1995 meeting. By a 3-1 vote, the Commis
recommended that the prima facie speed limit on Camino De Los Coches between Rar
Santa Fe Road and La Costa Avenue be established at 40 miles per hour. z FISCAL IMPACT:

MUNICIPAL CODE BY THE ADDITION OF SECTION 10.44.500 TO ESTABLISH P

SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is ar 7
WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains as

by the addition of Section 10.44.500 to read as follows:

EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adopl
