ITEM EXPLANATION:
Per the cooperative agreement with the City of Encinitas, the City of Carlsbad is ac a lead agency in the design and realignment of Olivenhain Road from El Camino I
has necessitated the relocation of the existing SDG&E 30" high pressure gas main I the widening and realignment of Olivenhain Road. In order to eliminate any delays construction and potential contractor claims, staff has determined that it is in the CQ interest to resolve the high pressure gas main conflicts by relocating the high pressi
main prior to commencement of road construction and as a separate contract.
SDG&E has prior rights over the easements, the City will pay for the relocation cost: high pressure gas main. SDG&E has agreed to purchase pipe material and reloca
30" high pressure gas main after the City excavates and prepares the area
relocation. This project will grade and prepare SDG&E's easement for the reloct
the 30" high pressure gas main.
Prior to the bidding, and based on preliminary earth quantities of 7,200 cubic y( grading, staff had received two proposals, one from Earth Busters in the amount of 9 and one from Pahla Corporation in the amount of $58,139. These informal propos not make allowance for bonds and insurance. The Engineer's Estimate for this projc $75,745. Staff believes that the submitted bid in the amount of $60,000 by Pahla i than the Engineer's Estimate, taking into account the mobilization savings contractor. The contractor is currently grading Encinitas Ranch and he is a proximity to the project site.

The engineer's estimate for the Olivenhain Road widening is $3.5 million which ir the costs of utilities relocation. This project will be funded equally by the City of Et
and the proposed Rancho Santa Fe Road/Olivenhain Road Community Facilities (CFD) No. 2. In advance of CFD No. 2, the Crty of Carlsbad has received fund3
amount of $1,137,750 from Centex and $1,045,500 from California Pacific Homes. funds were deposited into the project account and are available to cover the cost: grading contract. Funds in the amount of $1,280,466 are available in Accoi 440-820-1890-3466 to cover the costs of this project. The City of Encinitas will rei1 Carlsbad for half the project cost.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING BIDS AND AUTHORIZING THE EXECUTION
OF CONTRACT NO. 3466A FOR THE GRADING OF SDG&E'S
EASEMENT ON OLIVENHAIN ROAD, PROJECT NO. 3466A.
WHEREAS, the City Council of the City of Carlsbad hereby finds it necessary,
and in the public interest to widen Olivenhain Road; and
WHEREAS, a bid has been received by the Crty of Carlsbad for the construct
project; and
WHEREAS, the low bid received to construct said project was submittec
Corporation in the amount of $So,OOO; and
WHEREAS, sufficient funds are available in Project Account No. 440-820-1 86
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Crty o
California, as follows:
1. That the above recitations are true and correct.
2. That the bid of $So,OOO by Pahla Corporation for Project No. 3466A for
of SDG&Es easement is accepted, and the Mayor is hereby authorized to executc
therefor.
3. That the Ci Manager is hereby authorized to approve construction ch
