HR CLASSIFICATION CHANGE IN PLANNING DEPl CITY CITY tE3 w z 0 t- o a - d 2 3 0 o CIT~F CARLSBAD - AGEN~ BILL / RECOMMENDED ACTION: -ga-7 Adopt Resolution No. qg reclassifying two Assistant Planners to Associate Planners in the Planning Department. ITEM EXPLANATION: The career progression in the professional planner series begins as an Assistant Planner and progresses to Associate Planner, Senior Planner and Principal Planner. Based on the staffing needs of the department, two Assistant Planner positions have gradually evolved to meet the standards of a higher level of skills and responsibilities. Therefore, staff recommends reclassifying two incumbent Assistant Planners to the Associate Planner classification in recognition of the knowledge and skills attained and responsibilities performed. During the last five years as the Planning staffs needs have changed, two Assistant Planners have been progressively assuming more complex projects while gradually developing their experience and knowledge in the professional planning field. The criteria used to measure the complexity of projects include, the size and type of project and the level of interface with 0th agencies, Commissions, and outside groups and individuals. Currently, both incumbents are working on high level projects, not normally assigned to an Assistant Planner level. These projects require making presentations to the Planning Commission, Design and Review Board and Council, as well as coordinating multi-agency approval processes through the Coastal Commission and other environmental agencies. Based on these responsibilities, staff recommends converting two Assistant Planner positions the journey level to meet the department’s current staffing need. Staff further recommends reclassifying both incumbent Assistant Planners to Associate Planners in recognition of their level of responsibility, accountability and experience at the professional journey level. The cost of both reclassifications will be absorbed through salary savings within the departmenta budget. FISCA L IMPACT; The annual salary for the Associate Planner is $40,699.88 - $49,470.98. The estimated annual compensation and benefit cost for both reclassifications is $9,800. The Planning Department will fund approximately $7,100 for the remainder of FY 95-96 for both of thesc reclassifications. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City ( Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the City Council authorizes and directs the City Manager reclassify two Assistant Planners to Associate Planners in the Planning Department.
