The four hour program includes trainin; effects of alcohol on the body, interaction of alcohol with other drugs, California pertaining to alcoholic beverage sales, and effective intervention methods for prel driving under the influence of alcohol. Passage of Alcohol Server Intervention Training legislation has been adopted in : states, resulting in decreases in alcohol related crashes and deaths. After only h: Oregon's alcohol servers were trained, crashes at night involving alcohol dropped Within two years of passing similar legislation in Utah, alcohol related crashes at were reduced by 14% and deaths by 18%. The cost of implementing similar legislation in California should not be a problel OfEice of Alcoholic Beverage Control (ABC) currently provides a comparable vo: training program, but very few servers take advantage of the training opportunity estimated that training and licensing costs approximately $25 to $35 per server. other states have certified the hospitality industry, colleges, counties, non-profit : profit groups to provide the training. and prevent driving under the influence of drugs or alcohol. EXHIBIT Resolution No. 9 5 - 3a4 supporting Alcohol Server Intervention Training 1t I I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 I 20 21 22 23 24 25 ' 25 I I 27 28 I i e RESOLUTION NO. 95 - 38 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, SUPPORTING ALCOHOL SERVER INTERVENTION TRAINING LEGISLATI01 WHEREAS, legislation implementing Alcohol Server Intervention Training Program requirements has successfully reduced alcohol related vehicle accidents and deaths in fifteen other states; and WHEREAS, implementing an Alcohol Server Intervention Training Program in California would not be costly since a voluntary program has already been developed by the California Office of Alcoholic Beverage Control; and WHEREAS, Senator Lucy Killea has agreed to introduce legislation requiring servers of alcoholic beverages to successfully obtain a certificate from an Alcohol Server Intervention Training Program; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council of the City of Carlsbad supports adoption of Alcohol Server Intervention Training legislation.
