Ht CITY AT1 CITY MGI I I I RECOMMENDED ACTION: ~~~ ~ ~ Introduce Ordinance No. NS-331 to establish a prima facie 30 mile per hour speed I upon Calle Barcelona from Rancho Santa Fe Road to its intersection with Calle Acen I ITEM EXPLANATION: In 1989, a prima facie 30 mile per hour speed limit was established upon Calle Barcelc from Rancho Santa Fe Road to Via San Clemente. Calle Barcelona has recently bc extended from Via San Clemente to its intersection with Calle Acervo by constructior homes in the vicinity. The new segment of Calle Barcelona is unposted and the road\ functions as a collector street. There are no homes fronting on to Calle Barcelona. Acc to Mission Estancia Elementary School is provided from Calle Barcelona. Proper sck zone signing and striping has been established upon Calle Barcelona to notify driver: the school zone, An Engineering and Traffic Survey is required to establish a prima facie speed limit for new street segment and to have a uniform speed limit upon Calle Barcelona for its er length. Sections 22357 and 22358 of the California Vehicle Code authorizes local authoritie: establish a prima facie speed limit on the basis of the results of an Engineering and Trz Survey. The Engineering and Traffic Survey considers such factors as the numbe collisions that have occurred on the road segment, roadway features, traffic v01ut-r pedestrian volumes, adjacent ,land uses, driveway locations, critical speed, conditions. may not be readily apparent to the driver, horizontal and vertical alignment, stopping s distance, and superelevation. Staff presented results of the Engineering and Traffic Survey to the Traffic Sa Commission at their November 6, 1995 meeting. By a 3-0 vote, the Commis: recommended that the prima facie speed limit on Calle Barcelona between Rancho St Fe Road and Calle Acervo be established at 30 miles per hour. NS-331 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAC MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.44.340 TO ESTABLISI- A PRIMA FACIE 30 MILE PER HOUR SPEED LIMIT UPON CALLE BARCELONE FROM RANCHO SANTA FE ROAD TO ITS INTERSECTION WITH CALLE ACERVO 6 WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains as SECTION 1 : That Title IO, Chapter 10.44, of the Carlsbad Municipal Code is a1 7 a by the revision of Section 10.44.340 to read as follows: 9 "1 0.44.340 Calle Barcelona: 10 EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adopi 12 the prima facie speed limit shall be thirty miles per hour." 11 Upon Calle Barcelona from Rancho Santa Fe Road to its intersection with Calle j3 published at least once in a newspaper of general circulation in the City of Carlsbac l4 the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause 15 16 17 18 19 20 fifteen (15) days after its adoption.
