Calle Acervo is a collector street serving homes located in the vicinity of Stagecoach I
and the La Costa Canyon High School that is being constructed. Eventually the roac
be extended southerly to connect with the portion of Calle Acervo that intersects Rar
Santa Fe Road. At that time, it will provide continuous access between Rancho Sant,
Road and Camino De Los Coches. There are no homes that front on Calle Acervo. v\
the new high school opens in September 1996, it is expected that this road may be I
as access to Calle Barcelona by some students to access Rancho Santa Fe Road. AI
time, there is no posted speed limit upon Calle Acervo. An Engineering and Traffic Su
is required to establish a prima facie speed limit for this street.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authoritic establish a prima facie speed limit on the basis of the results of an Engineering and TI
Survey. The Engineering and Traffic Survey considers such factors as the numbc
collisions that have occurred on the road segment, roadway features, traffic volu~
pedestrian volumes, adjacent land uses, driveway locations, critical speed, conditions
may not be readily apparent to the driver, horizontal and vertical alignment, stopping :
distance, and superelevation.
Staff presented results of the Engineering and Traffic Survey to the Traffic Si
Commission at their November 6, 1995 meeting. By a 3-0 vote, the Commis
recommended that the prima facie speed limit on Calle Acervo between Camino De
Coches and Calle San Blas be established at 30 miles per hour.
FISCAL IMPACT:
Installation of four speed limit signs will cost approximately $500.
