RECOMMENDED ACTION: Adopt Resolution No. CIS- 932 authorizing staff to apply for funds under the fel Transportation Enhancement Activities (TEA) program and Resolution No. 95 -2-2 authorizing staff to apply for state Environmental Enhancement and Mitigation Proc Funds. ITEM EXPLANATION: In 1991, the federal Intermodal Surface Transportation Efficiency ~ct (ISTEA) becam A component of the ISTEA is the Transportation Enhancement Activities (TEA) pro which provides funds for transportation related activities. Landscaping and other scenic beautification. 5. Historic Preservation. 6. Rehabilitation and operation of historic transportation buildings, stru facilfiies (including historic railroad facilities and canals). 7. Preservation of abandoned railway corridors (including the COnVerSiOr thereof for pedestrian or bicycle trails). 8. Control and removal of outdoor advertising. 9. Archaeological planning and research. 10. Mitigation of water pollution runoff. Staff has identified three projects which meet the criieria for funding under the Projects under $1OO,OOO are discouraged because of the high 0 0 Page 2 of Agenda Bill No. / 7 i-/ / [ PALOMAR AIRPORT ROAD/I-5 INTERCHANGE ENHANCEMENTS: This project ' Category 4, landscaping and other scenic beautification. Landscaping, retaining Y art work would be added in the vicinity of the Interchange. This would be the fir5 of a program to enhance all the Interchanges. The project should score high h clearly meets the TEA program guidelines and CALTRANS has indicated they eo-applicant. The cost is within the limits requested by SANDAGl COASTAL RAIL TRAIL: This project falls into Category 1, provisions for fac pedestrians and bicycles. Funds would be used for the environmental process an for the entire Coastal Rail Trail and for construction of the Solana Beach linear the lead agency for the Rail Trail, Carlsbad will apply for the TEA funds with coastal cities as co-applicants. BUENA VISTA LAGOON BOARDWALK: This project falls into Category 1, prou facilities for pedestrians and bicycles. It would provide for a pedestrian access westerly edge of the Buena Vista Lagoon between Carlsbad and Oceansil Northwest Quadrant Park Enhancement Study included a proposal to develop Grove/Buena Vista Lagoon area which includes enhancements to Maxton Brc This project would include the planned walkway near the Park. This project was ~ under Cycle 2, but it did not score well because of the high cost and the bene recreational than highway enhancing. RECOMMENDATION: After analyzing the suggested projects and application criteria, staff is recomm Council authorize submitting applications for the Palomar Airport Road/l-5 I Enhancements and the Coastal Rail Trail for the TEA funding program and required matching funds. With Council's concurrence, staff will also apply for state Environmental Enhani Mitigation Program (EEMP) funds to be utilized for the required match on tl Airport Road/l-5 Interchange Enhancement.
