H CITY A1 DEPT. H/RED I CITY M( I RECOMMENDED ACTION: Adopt Resolution No. 7sd=33-7 , to authorize a maximum appropriation of $5) Housing Trust Fund for the Vista Winter Regional Homeless Shelter. ITEM EXPLANATION: The City of Vista is sponsoring a Winter Regional Shelter for the Homeless schedu December 15, 1995 and close March 14, 1996. The Shelter will be located at the Na Armory at 150 Recreational Drive in Vista. Alpha Project-Casa Raphael will operate individuals will not be'allowed to use the shelter after five days if they are not particips management services focused on improving their current housing and financial situation during freezing weather, the shelter will be open to all homeless individuals. The Vista Wit- Shelter will provide the only cold weather shelter in the North County Coastal area this \ The City of Vista has requested funding from other cities in the region, including Carlsba with the operationar'costs of the Shelter. Costs of operating the Shelter Program is esti $50,000. Vista will also be applying for a FEMA grant to assist with the operating costs. this cost estimate and the number of persons from Carlsbad that were provided shelter : in 1994, the City of Vista is requesting the following fair share contribution: % of Shelter Powlation Contribution (w/FEMAL Contributic Carlsbad 10% $ 3,000 $ 5,000 It is staff's recommendation that the City Council authorize the appropriation of a maximu from the Housing Trust Fund for the Vista Winter Regional Shelter. The Housing Trust F used only for the purpose of providing funding assistance for the provision of affordable reasonable costs of administration consistent with the policies and programs contained in Element of the City's General Plan. KUNDTZ, A istant City Clerk e EXHE City of Vista November 23, 1995 City Manager Raymond Patchett City of Carlsbad 1200 Carlsbad Village Drive Carlsbad, CA 92008 Dear City Manager Patchett: Vista has chosen to again open the doors of our downtown armory for the purposes of a Winter Homeless ShelterfOutreach program. Though we have "hosted" this shelter in our downtown over the -last few years, we had publicly asked that another North County city step forward this year and take their turn. At the same time, we have committed ourselves both personally and regional solution does not appear to be feasible this winter, and we have no alternative but to again address the regional problem at our local level. We have had tremendous success in our sheltedoutreach program the last two years, resulting in a 27% drop in the number of "chronically" honleless in our community, in real numbers taking over 90 homeless people from Vista alone off the street and reintegrating them back into the mainstream community. Overall, 545 people were assisted in 1993-1994, and 534 were assisted in 1994-1 995. Without the success of the program, last years' number would have been much higher. Based on statistics compiled by the Alpha Project, who administers the program, only 27% of the residents admitted last winter were current or former Vista residents. Other cities were represented as follows the last two years: financially ($20,000) to find a regional solution to address the problem. Though we hope to obtain funds from the same source this winter, we are in no position to count on those funds. The cost to run the program ranges from $45,000 to $55,000, in addition to some $40,000 in in-kind volunteer, food, clothing and blanket contributions we have received over the years from our local charitable organizations. At a minimum, based on a $50,000 total estimated budget, a fair share contribution would be reasonable to request from each member of our North County community. Vista will commit to our full share, to a fair proportion of costs for those agencies that m- their own facilities or choose not to contribute, and provide the location at no cost. We do not feel it too much to ask to have our neighbors contribute towards benefitting these people as well. As it gets colder, and the holidays approach, we are all reminded to give of ourselves. These people are our brothers, sisters, socs ~RC! Ozsghters, parents, Giezds and ocetime neighbors. It is not that unrealistic to see ourselves being put into some of these citizens unfortunate circumstances. Vista will not ignore their needs and we implore you to help in our effort ths year. Though we have yet to develop a long range regional solution, I know in my heart that where there's a will, there is a way. Vista stands by its commitment to help the homeless, this year and in the future. We ask that you consider the lives of these North County citizens. and help us meet their needs.
