ITEM EXPLANATION: In the early years of the paramedic program, the Fire Department put firefighters through a paramedic certification program instead of hiring paramedics from the outside. Those who completed the training became FirefighteVParamedics, with the option of returning to the Firefighter classification when their certification expired after 2 years. To encourage participation in the program, a schedule of progressive salary incentives was given upon completion of the certification program. In 1985, interest in the paramedic training program dwindled and the need for paramedic services increased. A new classification of ParamedicJFirefighter was established to enable the department to hire paramedics from the outside and crosstrain them as firefighters, givin the department the flexibility to use them in a dual role as needed. This new classification included a mandatory paramedic certification standard which was not required of the Firefighter/Paramedics, otherwise, the job duties and responsibilities were identical. Therefore, the salary range was set at 15% above the Firefighter salary, equivalent to what t Firefighter/Paramedics were earning with their salary incentives. Over time, however, salary adjustments created an unintended discrepancy between the ParamedidFirefighter and the Firefighter/Paramedic compensation levels. In order to eliminate this discrepancy, it is recommended that the two employees currently remaining ir the Firefighter/Paramedic classification be reclassified to the position of ParamedidFire- fighter, and the Firefighter/Paramedic classification be eliminated. The increased salary an( benefit cost for the reclassifications is approximately $450 per year for each position. Staff also reviewed the ParamedicYFirefighter description and recommends approval of the attached revised job specification (Attachment A). FISCAL IMPACT: The annual salary for Paramedic/Firefighter is $38,116 - $46,306. The estimated annual cost of the reclassifications is $900. The increased cost for these classifications will be fun1 within the current budget allocation. DiSM Shinp - Characteristics: This is an entry level into the professional fire service series. Th paramedic/firefighter is a uniformed member of the public safety/fii suppression/EMS division of the department.
