As a participant in the San Diego Urban County HOME Partnership Consortium, the City will also receive federal HOME funds. To rl funds, the City must submit a "CDBG/HOME Consolidated Funding Plan" to HUC 1996. The total amount of CDBG funding availabkfor allocation to eligible projects duril in a new CDBG entitlement allocation and $50,621.58 which is available for reall previously approved projects. The funds to be reallocated are available as a resu which were canceled or completed with a surplus of funds. The Boys and ( Carlsbad forfeited $50,000 in 1993-94 CDBG funds for the renovation of the V facility. The following projects were completed with a surplus of CDBG funds: remaining balance from the acquisition of property for the new Join Hands Save 2 and, 2) $220.78 remaining balance from the 1992-93 CDBG funds for renovi Boys & Girls Club Village Branch facility. The primary objective of the CDBG program is to assist low and modr persons/households. Each proposed project must meet at least one (1) of objectives for the CDBG Program and at least one of the local housing and ~ development objective. The local objectives for the Carlsbad CDBG progra-ar ~ the attached "CDBG/HOME Investment Partnership Funding Plan Strategy" (Evhil ~ objectives reflect the City's desire to develop a well-balanced CDBG program ' meets the various public services and public facility needs of low and modc 97 program year is approximately $697,621,58. To facilitate the selection and funding of activities which best meet the objectives program, the "Application Review Process" has been slightly revised. CDBG/HOME Consolidated Plan. The Advisory Committee's funding recommendatic be presented to the City Council for consideration and final approval. The total amount of HOME funding available for allocation to eligible projects is a1 be approximately $176,700. The primary objective of the HOME program if affordable housing opportunities for lower income households. The City of Carl: HOME funds to implement the following housing activities directly, through its I! authority, or through for profit or non-profit organizations: 1) acquisition/rehabilitation; 2) Housing rehabilitation; 3) Housing construction assistance; 51 Security Deposits; and 5) Associated administration/planning It is proposed that the Housing Commission will serve as City Council's advisor for the allocation of the City's HOME funds. Staff of the Housing and Re( Department will present to the Housing Commission for funding consideration eli! activities which best meet the housing need priorities established in the City's ( Consolidated Plan. The Housing Commission's funding recommendation ' presented to the City Council for consideration and final approval. In order to develop Carlsbad's 1996-97 CDBG/HOME program, staff is requesting three actions from City Council: 11 authorization to distribute the "Request fc (RFP) for the CDBG/HOME Program; 2) acceptance of public comments and ay proposed 1996-97 CDBG/HOME Funding Plan Strategy ; and, 3) approval o proposal review/funding recommendation process for CDBG funds and HOME FISCAL IMPACT: It is anticipated that the City will receive an estimated $647,000 in new CDB( funds during fiscal year 1996-97. Federal regulations for the CDBG program allc use a maximum of 20 percent (or approximately $129,400) of the new allocatior administration costs. Federal regulations for the HOME program also allow t Urban County HOME Consortium to use a maximum of 5 percent of the total HC administration costs. Housing. AcauisitionDXehabilitation HOME funds may be used for acquisition of existing housing units with or with rehabilitation for lower-income persons and special needs groups. 2. Housing. Introduction Funding for the federal Community Development Block Grant (CDBG) Program is author under Title I of the Housing and Community Development Act of 1974, Public Law 93-: The program provides grants on a formula basis to entitled cities and counties to develop vi urban communities through the provision of decent housing, a suitable living environment by expanding economic opportunities for low and moderate income persons. The amount of each entitlement grant is determined by statutory formula which uses se\ objective measures of community need, including the extent of poverty, population, hou overcrowding, age of housing and growth lag in relationship to other metropolitan areas. Funding for the HOME Investment Partnership (HOME) Program is authorized under National Affordable Housing Act of 1990 (NAHA), Public Law 101-625. The program prov. grants to entitlement cities and consortiums of local governments to increase the supply of da affordable housing to low and very low income persons. Entitlement communities and consortiums, such as the City of Carlsbad, develop their ( Consolidated Plan). However, maximum feasible priority will be given to activities which n at least one of the local community development objectives and at least one of the three bri national objectives for the CDBG program or best meet the housing need priorities establis in the City’s Consolidated Plan. IIe Program Development The City of Carlsbad is eligible to receive CDBG funds on an annual basis. The City is 2 eligible to receive HOME funds through its participation in the San Diego Urban County HO; Investment Partnership Program. In order for Carlsbad to receive the grants, a list community development objectives must be developed along with an outline of propo, projects. The City of Carlsbad must also certify that it has followed an approved Consolida Plan for Housing and Community Development and that not less than 70% of the CDBG ful will be used for activities that benefit low and moderate income persons. Low and model programs and funding priorities (see CDBG/HOME Funding Plan Strategy and 1995-2 income guidelines are based upon household size and a chart is attached for your reference. JII. Reauest for Proposals The total amount of CDBG funds from the U.S. Department of Housing & Urban Developm! estimated to be available for Carlsbad in 1996-97 is $697,621.58. To develop a 1996-97 CDBG program which meets the needs of the low and moderate incc population, Carlsbad requests assistance from members of the community. Citizen participai is critical to the success of the Carlsbad CDBG program. Therefore, we are encouraging community members to consider the needs of low and moderate income persons within Carls and submit an application for a proposed project(s) or service. The Proposal Review Proc for the CDBG Program is attached for your information, The recommendations made by the CDBG Funding Committee will be forwarded to the C Council for final action at a future public hearing. All eligible housing proposals which w not recommended .for funding by the CDBG Funding Committee, as well as proposals which determined to be ineligible for funding under the CDBG Program, will be forwarded to Housing commission far consideration of a funding recommendation under the HOME Prop All proposals will be evaluated by staff of the Housing and Redevelopment Department an recommendation for HOME funded will be presented for consideration to the Housi Commission. The HOME funding recommendations made by the Housing Commission will forwarded to the City Council for final action at a future public hearing. Activities that can be carried out with CDBG funds may include, but are not limited to: pub service activities, acquisition of real property, relocation and demolition, rehabilitation residential and nonresidential structures, construction of public facilities and improvements a conversion of schools for eligible purposes. In addition, CDBG funds may be used for activiti relating to energy conservation and renewable energy resources. Assistance may also provided to profit-motivated businesses to carry out economic development activities whi benefit low and moderate income persons/households. The types of activities that generally are not eligible for CDBG funding include: buildings f. the general conduct of government, political activities, income payments, construction of ne housing and other facilities offering 24-hour care. The City of Carlsbad is committed to using CDBG funds to finance projects and services whic provide direct benefit to low and moderate income residents. Every project proposed for tl CDBG program must address at least one of the three broad National Objectives for f program. The National Objectives are: 1. Provide direct benefit to low and moderate income persons; 2. Aid in the prevention or elimination of slums or blight; and 3. Meet other community development needs having a particular urgency because existin be approximately $176,700. It is the intent of the City to only approve CDBG-assisted projects which do not result in displacement of low/moderate income persons from their homes. Therefore, all pers submitting project proposals to the City should consider the displacement impact u] low/moderate income households. The City of Carlsbad is committed to using HOME funds to finance housing activities wl increase the supply of affordable decent housing for lower income residents. BACKGROUND Each year the City of Carlsbad is entitled to receive funding from the U.S. Department Program, to finance projects and/or services which benefit low/moderate inca persons/households within the community. Over the years, the number of requests from lc service agencies for CDBG funding have increased and it has become more difficult to se: the activities to receive these funds and to determine the appropriate funding levels. In an efi to facilitate the activity selection and CDBG funding allocation process, the following procedt have been established for the program. OBJECTIVE The intent of this process is to streamline the CDBG funding allocation procedures : implement specific proposal evaluation criteria which can be used to assist in the selection activities for funding on an annual basis. This process describes the CDBG application procr outlines the review process for activity selection and funding recommendations; 2 summarizes the public hearing requirements. A Community Development Block Grant Fun( Advisory Committee, will be appointed to review and make recommendations to the ( Council on funding levels for each of the CDBG eligible activities submitted by local ser organizations and/or city departments. PROCEDURES The goal of the City of Carlsbad is to develop a well balanced CDBG program that reflects various public service and public facility needs of its low/moderate income residents, with tl primary areas of focus: 1) affordable housing; 2) general social services for lower incc persons; and 3) services for children and adults, including the elderly. The following procedures outline the steps to be used by the CDBG Funding Advi! CITY OF CARLSBAD COMMUNITY DEVELOPMENT BLOCK GRANT/HOME PROGRAM NOTICE OF PUBLIC HEARING The citizens of Carlsbad are hereby notified that Carlsbad's City Council will hold a pu! hearing on Tuesday, December 19 ,1995 at 6:OO pm in the Council Chamb located at 1200 Carlsbad Village Drive to accept public comments and consider for appro\ 1) the City's CDBG/Home Funding Strategy Plan to be submitted as part of the City's 1996 CDBG/HOME Consolidated Funding Plan; 2) the revised proposal review/fund recommendation process for CDBG and HOME funds; and, 3) authorization to distributr "Request for Proposals" for the 1996-97 Community Development Block Grant/HOME Fun The City expects to receive a new CDBG allocation of $647,000 in 1996-97 from the U Department of Housing and Urban Development (HUD). The amount of CDBG funds availa for allocation to eligible activities is $697,621.58and includes $50,621.58to be realloca from previously approved CDBG programs, which were canceled or completed with a sur1 of funds (Boys & Girls Club/Renovations to Village Branch facility and Join Hands Sa\ Life/Acquisition of Property for Youth Facility). The City has earned no program income fl previously approved projects. Therefore, the amount available for allocation does not incl program income. The total amount of HOME funding available for allocation to eligible projects is anticipate1 be approximately $1 76,700. The primary objective of the HOME program is to pro\ affordable housing opportunities for lower income households.
