RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. 96 -8 , awarding the bid for t
apparatus to Allstar Fire Equipment Company.
ITEM EXPLANATION
I Breathing apparatus consists of high pressure air cylinders, regulators, face masks an
accessories which provide fire fighters respiratory protection in hazardous work atmc The City of Carlsbad currently uses MSA Breathing Apparatus which were originally ( in the 196o's, Although the equipment has been cootinuously upgraded, it is
compared to the latest proven designs on the market. New designs are smaller, I
lighter (allowing the units to be donned more easily). The new units also req
maintenance and should provide greater reliability.
In June of 1995 a committee was formed to evaluate apparatus and select the man to replace the current equipment. After initial research into six manufacturers' equipr
equipment from three manufacturers, M.S.A, Scott and Survivair, was judged superior i
and function for fire fighting. The committee then conducted an extended eval breathing apparatus from these three manufacturers. The units were rated in three mz safety, usability in adverse conditions and reliability. The equipment from Scott v
highest in each category.
In accordance with Section 3.28.120 of the Municipal Code, Notice to Bidders was F and Requests for Bid were sent to five vendors that distribute Scott equipment. Five t
opened, witnessed and recorded on December 14,1995.
The lowest, responsive bid for was submitted by Allstar Fire Equipment Inc., 1345
Drive, Baldwin Park CA 91706 in the amount of $75,069.49.
FISCAL IMPACT
g The 1995-96 budget allocated $85,000 in the Fire Department's Fire Suppressio E Equipment account for the purchase of this equipment.
