FINANCE EMPLOYEE CAPITAL EQUIPMENT COMMITTEE REQUEST FOR CAPITAL PURCHASES PEPTI HI CITY AT CITY MG RECOMMENDED ACTION: Approve Resolution No. 710 - L/2- appropriating funds for purchase of capital equipmer ITEM EXPLANATION: The Employee Capital Equipment Purchase Plan originated in 1993 after capital equipme purchases were almost eliminated from operating budgets because of tight budg constraints. Capital equipment purchases are a necessary investment which can improl public safety, increase employee productivity or service levels, and provide value to the Ci over time. The Employee Capital Equipment Purchase Plan affords all employees an opportunity identify equipment purchases which will help them to perform their jobs more effective1 safely or at a reduced cost to the City. The plan also provides an opportunity fl employees to be involved in the decision-making process. Any employee may submit capital equipment request, generally for items between $1,000 and $25,000. The reque must contain documentation of how the purchase will achieve one or more of the followir goals: 1) Increase efficiency 2) Save time and/or money 3) Allow the maintenance of service levels with decreased work hours 4) Increase employee safety 5) Increase service levels with the same staffing levels Five employees volunteer to serve on the Committee, one from each service area of tf City. The Finance Department serves as the Committee facilitator. Committee membe are selected by the City Manager and currently consist of the following employees: Service Area Committee Member Administration Becky Barilli Community Development Ken Quon Community Services Paul Meadows Water and Sewer Grant Clavier Safety Michael McFadden Facilitator Cheryl Allen Committee Recommendations: During this past period, the Committee submitted tv recommendations to the City Manager for approval. Each of these requests meets the go: of saving time and/or money and increasing efficiency. The following committc recommendations are submitted for Council consideration. 1) Color scanner, memow and printer - Harding Center Graphic artist Cheryl Hogue designs and prepares flyers, $571 posters, and advertisements for the Recreation department. Page 2 of Agenda Bi 8 No. i 3i49 5 0 The color scanner, additional computer memory and upgraded printer will improve her efficiency, allow better quality advertising from existing City photos, create a more professional look to City advertising, and decrease advertising set-up costs. 2) Computer and software - Hardinq Center Community Services Office Assistants Rosemary Cruger and Kathy Kairdolf share word processing support for the Harding Center. Their current five year old computer frequently fails cannot utilize the newer software programs. Their efficiency will increase by replacing the computer and installing upgraded graphic and word processing software. $5,5( FISCAL IMPACT: Staff recommends the use of General Fund reserves to fund the capital equipme recommendations from the Employee Capital Equipment Committee. This request tot: $1 1,200 and sufficient funds are available in. the unreserved General Fund balance. EXHIBITS: 1. Resolution No. % - qL appropriating funds for purchase of capital equipment. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 e 0 RESOLUTION NO. 96 - 42 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE PURCHASE OF CAPITAL EQUIPMENT AND APPROPRIATING FUNDS WHEREAS, capital equipment purchases are a necessary investment which can improve public safety, increase employee productivity or service levels, and provide value to the City of Carlsbad over several years; and1 . WHEREAS, the Employee Capital Equipment Committee and City Manager recommends the purchase of capital equipment which will increase employee efficiency and save time and money; and WHEREAS, the General Fund has sufficient and available funds. NOW, THEREFORE, BE IT RESOLVED by the Ci Council of the City of Carlsbad, California as follows: 1. The purchase of the committee-recommended capital equipment is authorized and $1 1,200 is appropriated from the General Fund balance. PASSED, APPROVED AND ADOPTED at a regular meeting of the C'Q Council on the 6th day of FEBRUARY , 1996, by the following vote, to wit: AYES: Council Members Lewis, Nygaard, Kulchin, Finnil2 NOES: None ABSENT: None ATTEST: 1 (SEAL)
