ITEM EXPLANATION:
Each year, SANDAG administers distribution of $2,500,000 for non-motorized fz
throughout San Diego County for bicycle and pedestrian projects under special pro\

any city located in San Diego County by completing an application form and the
TDA claim form. Projects submitted must be included in an adopted City plan E
included on the seven-year Regional Transportation Improvement Plan (RTIP) updatc
update, modified by adding new projects, is submitted annually by the City's
Engineering Division staff. A resolution from the City Council for each cycle for reql
TDA funding is required as part of the application process.
At the January 8, 1996 meeting of the Traffic Safety Commission, the Comrr
recommended by a 5-0 vote that TDA funding be pursued for the following four pr(
Sidewalk construction at prioriiv locations
Funding for sidewalk construction is being requested to help complete the many r~
sidewalk linkages throughout Carlsbad. In 1988, the City of Carlsbad obtained fi
from SANDAG to prepare a comprehensive Sidewalk Inventory Report. That rep0
completed and contains prioritized locations throughout Carlsbad where sidewal
needed. SANDAG funding, if received, will be combined with the Capital lmprov
Project (CIP) funding to begin construction of sidewalks in priority locations.
In this application, the City will be requesting funding to support the construct
sidewalks on a portion of Magnolia Street and at the intersection of Park Driv
Tamarack Avenue. The TDA funds requested for the construction of this proj

3. Coastal Rail Trail
The Coastal Rail Trail project is a 42 mile non-motorized facility envisioned t
constructed in the existing railroad right-of-way between the Oceanside Transit Cente
the Santa Fe Depot in downtown San Diego. The City of Carlsbad has been desigi
as the lead agency in the 1994-2001 Regional Transportation Improvement Program (
for this project. The City is currently negotiating a consultant contract with Tran
Engineers to complete the Feasibility Study and prepare preliminary design plans fc
preferred route.
in order to ensure funding to complete the next phase (final design and construction),
city within the corridor has applied for Transportation Enhancement Activity (TEA) fur
through the lntermodal Surface Transportation Efficiency Act (ISTEA) program. How
there is a requirement to provide a 20% match from local funds. The six cities i
corridor will apply jointly for TDA funds in the amount of $1 20,000 to satisfy the mat
requirement.
4. Pedestrian Access Ramps
In order to comply with the Federal requirements under the Americans with Disabilitit
(ADA), the City is mandated to provide public access improvements to its existing I
infrastructure system. An element of this program is for the construction of pede
access ramps at all improved intersections within the City boundaries.
As part of a work program initiated in 1995, City staff prepared a report identifyin
locations in need of access ramps based on meeting the Federal requirements. Th
is therefore applying for a grant in the amount of $50,000 from TDA monk
construction of the access ramps at high priority locations.
The City's proposed list of projects for application in the 1996-97 Transpor
Development Act funding cycle is $435,050.
FISCAL IMPACT:
Minor administrative costs to prepare the application to request funding.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING STAFF TO PURSUE TRANSPORTATION
DEVELOPMENT ACT (TDA) FUNDING FROM SANDAG FOR
CONSTRUCTION OF BICYCLE AND PEDESTRIAN FAClUTlES IN
VARIOUS LOCATIONS THROUGHOUT CARLSBAD.
WHEREAS, the City of Carlsbad has determined that bicycle and pedestrian facil
be part of roadway improvements as indicated in the Circulation Element of the Genc
and
WHEREAS, the San Diego Association of Governments (SANDAG) has solicited fi
projects for the seven-year Regional Transportation Improvement Program; and
WHEREAS, the construction of sidewalk improvements in Carlsbad has been in(
the seven-year Regional Transportation Improvement Program; and
WHEREAS, funds have been established and are available through SANDAC
governments for construction of non-motorized improvements which include bic
pedestrian facilities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
California as follows:
1. That the above recitations are true and correct.
2. That the Clty Council authorizes the submittal of an application to the $
Associations of Government (SANDAG) for the construction of bicycle and pedestria
in various locations throughout Carisbad.
