DEPT. ENG 1995 STREET SEALING PROGRAM
PROJECT NO. 24128 CITY
RECOMMENDED ACTION:
Adopt Resolution No. q& -- 53 accepting bids and awarding a contract for stree
in the southwest quadrant of the City, Project No. 24128.
ITEM EXPLANATION:
On September 19, 1995, the Crty Council approved the plans and specifications fo No, 24128 and directed the City Clerk to advertise for construction bic November 16, 1995, the following two (2) sealed bids were received:
1. Schaefer's Parking Lot Service
2. American Asphalt $1 95,651.75 $207,922.30
Bids have been reviewed and analyzed. The lowest responsible bidder is Sc Parking Lot Service which submitted a bid of $1 95,651.75. Staff recommends awa contract to Schaefer's Parking Lot Service. The award of this project was delayed completion of the concrete repairs and street overlay contract. Since the overlay I will not be completed until early February, and February and March are norma
months, the start of this contract will be scheduled for April 1, 1996.
I Construction is scheduled to be completed in fifteen (15) working days. Rut asphalt will be used to seal the streets shown on Exhibits 1 and 2.

In order to minimize the inconvenience to homeowners, residential streets will bc in two phases. One half of the street will be sealed in the first phase and the re half of the street will be sealed three (3) days later in the second phase. Sealing re streets in two phases will enable homeowners to park their vehicles close to horn also permit vehicles to get in or out, with minimal damage to the newly seals
surface, if there is an emergency.
The contractor is required to give two separate notices to every homeowner on the
being sealed. The first notice must be given at least two weeks before the work
The second notice will be a card hung on doorknobs 48 hours before work begil door hanger will not be distributed until the wording on the card is approved by
Engineer.
ENVIRONMENTAL IMPACT:
This project is categorically exempt from the requirements of the California Enviro Quality Act (CEQA) and a Notice of Exemption was filed by the Planning Director

RESOLUTION NO. 96-58
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSE
CALIFOANIA, AWARDING A CONTRACT FOR STREET SEALING IN
SOUTHWEST QUADRANT OF THE CITY. PROJECT NO. 24128.
WHEREAS, the City Council of the City of Carlsbad has determined it
desirable, and in the public interest to award a contract for street sealing in the
quadrant of the Crty; and
WHEREAS, two (2) sealed bids were received on November 16,1995 for the
WHEREAS, the lowest responsive, responsible bid for the project was SI
Schaefer's Parking Lot Service in the amount of $195,651.75.
NOW, THEREFORE, be it hereby resolved as follows:
1. That the above recitations are true and correct.
2. That the low bid submitted by Schaefer's Parking Lot Service in
of $1 95,651.75 is hereby accepted and the Mayor is hereby authorized to execute a
behalf of the City with Schaefer's Parking Lot Service for street sealing as spec
contract documents.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carisbad (
