RECOMMENDED ACTION:
That the City Council ADOPT Resolution No. 96,- 6 ‘I , granting the authority t
application for funding to the California Mobilehome Park Resident Ownership Prograr
to assist lower-income residents of the Rancho Carlsbad Mobilehome Park; and at
City Manager to execute a Certification and Commitment of Responsibility requl
application.
ITEM EXPLANATION:
On September 7, 1995, the Rancho Carlsbad Resident Association purchased t
Carlsbad Mobilehome Park, including 504 mobilehome spaces and approximately l
vacant land. The Association also assumed leases for the Parks eighteen-hole golf
equestrian stables.
At this time, the Association is attempting to implement a plan to convert the Park t
resident ownership. Essentially, this is a plan that involves individual residents purcl
spaces or individual ownership interests in the Park by obtaining their own financing i
their space from the Association. The Association is seeking various sources o
including subsidy financing to assist those lower-income residents who will be unabl
from conventional sources and, therefore, unable to purchase their space. The
estimates that as many as 92 households may be lower income but income verificatic
be ultimately required have not been performed.
The Association is seeking assistance for low-income residents from three sources: th
Mobilehome Park Ownership Assistance Program (MPROP), the San Diego County h
Ownership Assistance Program (MOAP) and the City. In its preliminary requests, the
has indicated that it will be seeking $750,000 from the MPROP (State), $500,000 1
(County) and $200,000 from the City. The State and County amounts reflect tht
funding that could be awarded.
With this item, the City Council is being asked to take actions which are necessary

FISCAL IMPACT:
The Carlsbad Resident Association has requested $200,000 from the City in support
conversion to resident ownership. In addition, the role of the City as required it

1. The Local Public Entity as a co-applicant with the California Mobilehome
Resident Ownership Program (MPROP) shall submit to the Department an applicatio
