The 1996-2003 Regional Transportation Improvement Program (RTIP) is a seven-year progr freeway and expressway, arterial, transit, bikeway and aviation projects. The RTIP is deve in a continuing, comprehensive, and coordinated transportation planning process Carrie cooperatively with all local agencies and transportation operators. The San Diego Association of Governments (SANDAG) requires that all major projects TransNet (formerly called Proposition A - Sales Tax), State or Federal funding be included Seven-Year Regional Transportation Improvement Plan (RTIP). Regionally significant, ca increasing, privately funded road projects are also required to be listed in the RTIP. Each ( the region must adopt’a recommended seven-year local streets and roads project list folic a public hearing process. The public hearing must allow the Public an opportunity to cor on the City’s RTIP list. This plan must be adopted biennially by the agencies participati SANDAG that wish to use TransNet funds. The RTIP includes all projects with the following funding: @ e SANDAG TransNet Local (L) 0 SANDAG TransNet Highway (H) Federal Surface Transportation Program (STP) e State-Local Transportation Partnership Program (SLTPP) Capacity Increasing Privately Funded over $300,000 Federal Surface Transportation Proaram All funds anticipated under the STP program will be put into the La Costall-5 Interchange prc STP funds are exchanged through SANDAG for TransNet funds. Approving the RTIP is a requirement under State law for receiving TransNet, Federal and funds. It is also a requirement to receive TransNet funds. Approval of the RTIP ensures elis for funding and programs the funding so that a positive cash flow is maintained. inclusion in the RTIP, however, is not necessarily a guarantee that the projects will recei\ stated funding. The amounts shown are the best available estimates of anticipated fundir the event that funding falls short or is not available, the City Council is not obligated to prt with a project just because it is included in the RTIP. SANDAG funding costs are all expressed in escalated (or future) dollars. The Crty’s C Improvement Program (CIP) is expressed in current dollars, even for projects listed in future ! WHEREAS, on November 3, 1987, the voters of San Diego County approved Diego Transportation Improvement Program Ordinance and Expenditure Plan; and WHEREAS, the Ordinance provides that the SANDAG Commission shall ap multi-year program of projects submitted by local jurisdictions identdying those transF projects eligible to use transportation sales tax (TransNet) funds; and WHEREAS, the City of Carlsbad was provided with an estimate of annual Transt street and road revenues for Fiscal Years 1997 through 2003; and WHEREAS, the City of Carlsbad has held a public hearing in accordance with 5(A) of the Ordinance. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of C California, as follows: 1. 2. That the above recitations are true and correct. Pursuant to Section 8 of the TransNet Ordinance, the City of Carlsbad cerl the required minimum annual level of local discretionary funds to be expended for si road purposes will be met throughout the seven year period consistent with Maintenanct Requirements adopted by the SANDAG Commission on June 24, 1988. 3. Pursuant to Section 9 of the TransNet Ordinance, the Crty of Carlsbad cer TransNet funds programmed in the Seven-Year Program of Projects, attached as Exh not replace private developer funding which has been or will be committed for an!
