The 1996-2003 Regional Transportation Improvement Program (RTIP) is a seven-year progr
freeway and expressway, arterial, transit, bikeway and aviation projects. The RTIP is deve
in a continuing, comprehensive, and coordinated transportation planning process Carrie

The San Diego Association of Governments (SANDAG) requires that all major projects
TransNet (formerly called Proposition A - Sales Tax), State or Federal funding be included

Currently, a majority of these funds are designated for the construction of the La Costa Aveni
Interchange, The City has approved a loan agreement with SANDAG committing most f
City’s yearly allocation of TransNet Local funds for this project. The remainder of the Trai

Approving the RTIP is a requirement under State law for receiving TransNet, Federal and
funds. It is also a requirement to receive TransNet funds. Approval of the RTIP ensures elis

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ADOPTING THE SEVEN-YEAR TRANSNET LOCALSTREET
AND ROAD PROGRAM OF PROJECTS (RTIP) FOR FISCAL YEARS 1997
THROUGH 2003.
WHEREAS, on November 3, 1987, the voters of San Diego County approved
Diego Transportation Improvement Program Ordinance and Expenditure Plan; and
WHEREAS, the Ordinance provides that the SANDAG Commission shall ap
multi-year program of projects submitted by local jurisdictions identdying those transF
projects eligible to use transportation sales tax (TransNet) funds; and
WHEREAS, the City of Carlsbad was provided with an estimate of annual Transt
street and road revenues for Fiscal Years 1997 through 2003; and
WHEREAS, the City of Carlsbad has held a public hearing in accordance with
5(A) of the Ordinance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of C
California, as follows:

That the above recitations are true and correct.
Pursuant to Section 8 of the TransNet Ordinance, the City of Carlsbad cerl
