RECOMMENDED ACTION: If you concur, your action is to adopt Ordinance No. NS-349 as amended. ITEM EXPLANATION: The City Council at its meeting of March 19, 1996, approved SP 203(A)/PUD 92-01 (A)/SDP 93- 04(A) with the added condition: “SECTION IV: Further, that Specific Plan 203 is amended upon the condition that the developer shall provide notices to all future homebuyers within the specific plan of the existence and possible impacts from, among other things, lights, noise, traffic and circulation, the neighboring Poinsettia Community Park and the school proposed by the Carl&ad Unified School District. NS-349 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA AMENDING SPECIFIC PLAN 203 TO DESIGNATE VILLA LOMA AND LAUREL TREE AS TWO OFF-SITE COMBINED AFFORDABLE HOUSING PROJECTS THAT ARE POTENTIALLY AVAILABLE TO SATISFY INCLUSIONARY HOUSING REQUIREMENTS FOR RESIDENTIAL PROJECTS WITHIN SPECIFIC PLAN 203 ON PROPERTY GENERALLY LOCATED EAST OF PASEO DEL NORTE, SOUTH OF PALOMAR AIRPORT ROAD, AND NORTH OF AVIARA MASTER PLAN, IN LOCAL FACILITIES MANAGEMENT PLAN ZONE 20. CASE NAME: COSTA DO SOL CASE NO.: SP 203(A) The City Council of the City of Carlsbad, California doee ordain as follows: SECTION I: That Specific Plan 203 is amended as shown or the two exhibits, dated January 3, 1996, attached hereto and made a part hereof. SECTION II: That the findings and conditions of tht Planning Commission as set forth in Planning Commission Resolution No. 3866 constitutes the findings and conditions of the City Council. SECTION III: The Council further finds that this action is consistent with the General Plan and in particular the Specific Plan Amendment is consistent with the Housing Element of the General Plan because it complies with the requirements of the Inclusionary' Housing Ordinance. Designating off-site combined affordable housing sites such as Villa Loma and Laurel Tree that are potentially available to residential projects within Specific Plan 203 assists in meeting the affordable housing goals and objectives for those projects that qualify to purchase Affordable Housing Credits. SECTION IV: Further, that Specific Plan 203 is amended upon the condition that the developer shall provide notices to all future homebuyers within the specific plan of the existence and possible impacts from, among other things, lights, noise, traffic and circulation, the neighboring Poinsettia Community Park and the school proposed by the Carlsbad Unified School District.
