The estimated cost will be a -0.012% decrease to the employer contribution rate for local miscellaneous members and a 0.119°/o increase to the employer contribution rate for local safety members which will be effective July 1, 1997. between the miscellaneous and safety PERS rates. The annual salary of the Fire Prevention Officer II is $37,908 - $46,072. There are no Fire Prevention Officers I or 111 positions currently budgeted. The estimated annual cost for FY 96-97 is $3,100 to amend the PERS contract to include one employee to the safety retirement benefit. amount will be funded within the FY 1996-97 department budget. DISTINGUISHING CHARACTERISTICS Fire Prevention Officer I: An entry level class in the fire prevention series for which prior fire prevention experience is not required. class are expected to learn the office and field operations of the department under the supervision of the Fire Captain Specialist or a senior officer, eventually qualifying for advancement to Fire Prevention Officer 11. may be required to take related college courses on their own time. Fire Prevention Officer 11: advancement from the lower grade of Fire Prevention Officer I, or when filled from the outside, requires prior fire prevention experience. is distinguished from that of Fire Prevention Officer I by the greater complexity of the work assignments; greater independence with which the incumbent is expected to work; and the broader level of knowledge of code requirements, educational methodology, and City policies and procedures which a Fire Prevention Officer I1 is expected to utilize. EXAMPLES OF DUTIES Conducts weed abatement inspections, supervises cleaning of lots by City contract crews, and completes accompanying paperwork and records. A typical way to attain the knowledge and abilities would be equivalent to high school graduation supplemented by college courses in fire inspection or fire science or California Fire Academy courses in the Fire Preventions Series 1A through IC. DISTINGUISHING CHARACTERISTICS Positions in this class receive direction directly from the Fire Marshal and may be called upon to supervise Fire Prevention Officer I and I1 positions. Incumbents in this class will have extensive experience in the areas of fire inspections, fire investigations and public fire education, and will have d working knowledge of the fire codes and standards generally in use throughout California. EXAMPLES OF DUTIES Supervise Fire Prevention Officer I and I1 positions. Interpret building and fire protection system plans, building and fire codes. Conduct plan review of industrial, commercial and special hazard occupancies of the fire protection systems and equipment. Perform fire prevent ion inspections on complex industrial, commercial and residential structures. Conduct fire cause and arson investigations. Keep inspect ion records and prepare reports. Assist with the supervision and training related to the engine company inspection program. NOW, THEREFORE, BE IT RESOLVED that the governing body of the above agency does hereby give notice of intention to approve an amendment to the contract between said public agency and the Board of Administration of the Public E amendment being attached hereto, as an "E Title MAYOR April 2, 1996 Date adopted and approved (Amendment) CON-302 (Rev. 8/94) e 0 EXHIBIT 4 AMENDMENT TO CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE PUBLIC EMPLOmES' RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE CITY OF CAIUSBAD The Board of Administration, Public Employees' Retirement System, hereinafter referred to as Board, and the governing body of above public agency, hereinafter referred to as Public Agency, having entered into a contract effective January 1, 1956, and witnessed December 23, 1955, and as amended effective July 1, 1957, January 1, 1959, March 5, 1959, March 18, 1975, April 1, 1975, August 18, 1977, June 21, 1980, January 1, 1981, June 21, 1982, November 22, 1982, June 26, 1989, November 16, 1990, July 3, 1992, November 3, 1993 and June 30, 1995, which provides for participation of Public Agency in said System, Board and Public Agency hereby agree as follows: A. Paragraphs 1 through 13 are hereby stricken from said contract as executed effective June 30, 1995, and hereby replaced by the following paragraphs numbered 1 through 13 inclusive: 1. All words and terms used herein which are defined in the Public Employees' Retirement Law shall have the meaning as defined therein unless otherwise specifically provided. "Normal retirement age" shall mean age 60 for local miscellaneous members and age 50 for local safety members. Public Agency shall participate in the Public Employees' Retirement System from and after January 1, 1956 making its employees as hereinafter provided, members of said System subject to all provisions of the Public Employees' Retirement Law except such as apply only on election of a contracting agency and are not provided for herein and to all amendments to said Law hereafter enacted except those, which by express provisions thereof, apply only on the election of a contracting agency. Such merger occurred February 17, 1992. The percentage of final compensation to be provided for local miscellaneous members for Section 21251.13 of said Retirement Law, subject to the reduction provided therein for service on and after June 1, 1958, the effective date of Social Security coverage, and prior to December 31, 1980, termination of Social Security, for members whose service has been included in Federal Social Security (2 % at 60 Full and Modified). The percentage of final compensation to be provided €or each year of credited prior and current service as a local safety member shall be determined in accordance with Section 21362 of said Retirement Law (2% at age 50 Full). Accumulated contributions of Public Agency shall be fixed and determined as provided in Government Code Section 20834, and accumulated contributions thereafter shall be held by the Board as provided in Government Code Section 20834. Public Agency shall contribute to said Retirement System the contributions determined by actuarial valuations of prior and future service liability with respect to local miscellaneous members and local safety members of said Retirement System. 10. c. A reasonable amount, as fixed by the Board, payable in one installment within 60 days of date of contract to cover the costs of administering said System as it affects the employees of Public Agency, not including the costs of special valuations or of the periodic investigation and valuations required by law.
