RECOMMENDED ACTION:
Adopt Resolution No. 36 -)i authorizing Administrative Services Projects Manager Jim Hagaman
to attend the 1996 National Association of Telecommunications Officers and Advisors (NATOA)
Regional Training Seminar to be held from April 10 through April 12, 1996, in Las Vegas, Nevada.
ITEM EXPLANATION:
NATOA's Regional Training Seminar, "Responding to the Telecommunications Act of 1996,"
includes programs dealing with the following:
J reviewing the new federal law J guidelines for preparing local telecommunications plans J new telecommunications technologies and services
J partnering opportunities for utilizing government assets
J local zoning issues
J enhancing citizens' access to government.
Due to the challenges the Telecommunications Act presents to the City, attendance at this
seminar will provide valuable, current information that will enhance the knowledge of the
Administrative Services Projects Manager, as Telecommunications Representative.
FISCAL IMPACT:
The cost to attend the three (3) day seminar will be approximately $697.00. Funds are available
within the Community Services Department budget to cover the cost of the seminar, lodging and
travel.

RESOLUTION NO. 96-114
A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE ADMINISTRATIVE SERVICES PROJECTS MANAGER TO TRAVEL TO LAS VEGAS, NEVADA, TO ATTEND THE 1996 NATOA REGIONAL TRAINING SEMINAR, APRIL 10 - 12,1996
WHEREAS, the National Association of Telecommunications Officers and Advisors is
holding its 1996 Regional Training Seminar, "Responding to the Telecommunications Act of
1996," April 10 to 12, in Las Vegas, Nevada; and
WHEREAS, the Administrative Services Projects Manager and Community Services
Director deem it important for the City to be represented at this conference; and
WHEREAS, funds are available in the amount of $697.00 in the FY 1995-96
Community Services Department budget;
NOW, THEREFORE, BE IT RESOLVED, by the Clty Council of the City of Carlsbad,
California, that permission is granted to the Administrative Services Projects Manager to travel
out-of-state to attend the 1996 NATOA Regional Training Seminar.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the
City of Carlsbad, California, held on the 2nd day of APRIL , 1996, by the
following vote, to wit:
