ENG FARADAY AVENUE FROM EL CAMINO REAL TO ORION STREET CITY MG RECOMMENDED ACTION: Introduce Ordinance No. RI5 - 35.3 to establish a prima facie 40 mile per hour speed upon Faraday Avenue from El Camino Real to its intersection with Orion Street. ITEM EXPLANATION: I In 1988, a prima facie 40 mile per hour speed limit was established upon Faraday Ave from El Camino Real to College Boulevard. The Carlsbad Police Department reque! that a prima facie speed limit also be established upon the segment of Faraday Ave easterly of El Camino Real that terminates at Orion Street. Faraday Avenue is a secondary arterial and has a design speed of 40 miles per hour. I of El Camino Real, Faraday Avenue serves as access to the Carlsbad Safety Center, CI Waste Management, Carlsbad Municipal Water District and a number of other busines Sections 22357 and 22358 of the California Vehicle Code authorizes local authoritie establish a prima facie speed limit on the basis of the results of an Engineering and Tr Survey. The Engineering and Traffic Survey considers such factors as the numb6 collisions that have occurred on the road segment, roadway features, traffic volur pedestrian volumes, adjacent land uses, driveway locations, critical speed, conditions may not be readily apparent to the driver, horizontal and vertical alignment, stopping s distance, and superelevation. Staff presented results of the Engineering and Traffic Survey to the Traffic Sa Commission at their March 4, 1996 meeting. By a 5-0 vote, the Commis! recommended that the prima facie speed limit on Faraday Avenue between El Camino F and Orion Street be established at 40 miles per hour. NS-357 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAC MUNICIPALCODE BY THE AMENDMENT OF SECTION 10.44.320 TO ESTABLISf- A PRIMA FACIE 40 MILE PER HOUR SPEED LIMIT UPON FARADAY AVENUE FROM EL CAMlNO REAL TO ITS INTERSECTION WITH COLLEGE BOULEVARD WHEREAS, the City Council of the City of Carlsbad, California, hereby ordains as. SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is ar by the revision of Section 10.44.320 to read as follows: "10.44.320 Faradav Avenue: Upon Faraday Avenue from College Boulevard to its intersection with Orion StrC prima facie speed limit shall be forty miles per hour." EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adopti the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause i published at least once in a newspaper of general circulation in the City of Carlsbad fifteen (15) days after its adoption.
