State and Local Transportation Partnership Program Agreement No. SLTPP-5308 prc ITEM EXPLANATION: In 1991, the City entered into a State and Local Transportation Partnership Program I Agreement with the State which permits the City to apply for funds for transpo projects. The State contribution rate is based on the prorata share of funds alloca the State legislature relative to all projects being funded. Supplements are made Master Agreement to authorize the funding of individual projects. Supplement Nos. 015, 016, and 017 will provide funding for La Costa Aver Interchange widening, street overlays and widening of various streets. While the amount will be based on the State budget allocation, it is anticipated that the C receive approximately $955,000 for these three projects. TO date, the City has received over $4 million in State funds with only minor adrninis effort. FISCAL IMPACT: Approval of Program Supplement Nos. 01 5, 01 6, and 01 7 will allow the City to rece to $955,000 in State funds. EXH I BITS : 1. MASTER AGREEMENT NO. SLTPP-5308 AND AUTHORIZING THE WHEREAS, the City and State have previously entered into State and Local Trans Partnership Program Master Agreement No. SLTPP-5308; and WHEREAS, the City has applied for and been granted approval for the I Avenuell-5 widening, street overlays and various street widenings; and WHEREAS, the City Council finds that receipt of this supplemental funding is t to the transportation system for both the City and the State. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of ( California as follows: 1. That the above recitations are true and correct. 2. That the City Council hereby approves Program Supplement Nos. 01 5, 01 6, to the State and Local Transportation Partnership Agreement SLTPP-5308. It is mutually understood between the parties that this contra may have been written before ascertaining the availability of legislative appropriation of funds, for the mutual benefit of bot parties, in order to avoid program and fiscal delays that would occur if the agreement were executed after that determination was made - The total amount of State-Local Transportation Partnership funds payable shall not exceed $ 351389 to be encumbered and reimbursed as follows: FY 95-96 $ 351389 FY 96-97 $0 FY 97-98 $0 Any increase in State Partnership funds will require a revised program supplement. Any decrease in State Partnership funds will require a revised finance letter. 2. The State Share Funds in this agreement are based on the approved eligible application amount and represent maximum State Funds available for this project. Actual State Share Funds will be calculated after bid opening and will be based on the lower of the approved eligible application amount or the eligible award amount. 3. In accordance with the State-Local Transportation PartnershiF Program Guidelines dated June 8, 1994, project eligibility is limited to contract items plus locally funded State or Local Enti furnished materials and Supplemental Work. Supplemental Work eligibility is further defined under the Project Eligibility sect of the Guildelines as limited to certain maximum costs and to non-early reimbursement projects of $300,000 or less. 4. Expenditures must be trmsmitted to the Caltrans District Local AsFistant Engineer. Within 120 days of project completion a Final Report of 6. December 30th (the State fiscal year following project completion) .
