RECOMMENDED ACTION:
Adopt Resolution No. reclassifying one incumbent from Account Clerk II to Accounting
Technician in the Library.
ITEM EXPLANATION:
As a result of an internal restructuring within the Library Department, the Account Clerk II
position has assumed additional administrative responsibilities formerly performed by the
Assistant Library Director.

Accounting Technician.
Over the past five years, the incumbent has gradually transitioned from performing cashiering
and entry level accounting duties to assuming a broader scope of responsibilities and performing
more difficult tasks in monitoring and tracking accounts within the Library’s $2.5M budget.
Typical tasks include tracking and monitoring expenditures, researching discrepancies,
performing cost analysis, making purchasing recommendations, and assisting with budget
preparation for the department. These duties are reflective of the more complex technical
skills required in the Accounting Technician classification.
The Accounting Technician classification is distinguished from the lower level Account Clerk II
classification as the senior or advanced clerical accounting level. Currently, the incumbent in
the Library’s Account Clerk II classification is performing at the proficiency and skill level
defined in the Accounting Technician classification and is recommended to be reclassified to the
higher level. The annual salary range for the Accounting Technician is $25,749 - $31,299.
FISCAL IMPACT:
The estimated annual cost of the reclassification is $1,800. The estimated cost for the
remaining FY 95-96 is $600.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, RECLASSIFYING ONE ACCOUNT
CLERK II TO AN ACCOUNTING TECHNICIAN IN THE LIBRARY
WHEREAS, the City Manager recommends and the City Council concurs, that it
is desirable and necessary to reclassify one Account Clerk II to an Accounting Technician
in the Library Department; and,
WHEREAS, the City and the Carlsbad City Employees’ Association have met and
conferred on the impacts of this recommendation on represented employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:

That the above recitations are true and correct.
That the City Council authorizes and directs the City Manager to reclassify
one Account Clerk II to an Accounting Technician in the Library Department.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad
City Council held on the 23rd day of APRIL , 1996, by the following
vote, to wit:
