Introduce Ordinance No. /\15”4 to establish a prima facie 55 mile per hour speed lil
upon El Camino Real from Hosp Way to the south City limit. 1 ITEM EXPLANATION:
El Camino Real is designated as a prime arterial on the Circulation Element of the Gent
Plan and has a design speed of 60 miles per hour. The subject 9.3 mile segment var
between four and six lanes and has been widened to its ultimate prime arterial widtt
some locations. A striped median or raised median is located along various segments
the roadway to separate opposing traffic. Daily traffic volumes vary between 30,:
vehicles near Arena1 Road and 19,100 northerly of Faraday Avenue. Within the sub,’
segment, the accident rate is a low 0.59 accidents per million vehicle miles.
Sections 22357 and 22358 of the California Vehicle Code authorizes local authoriiie:
establish a prima facie speed limit on the basis of the results of an engineering and trE
survey. Staff presented the results of the surveys to the Traffic Safety Commission
April 1,1996. The engineering and traffic surveys considered such factors as the num
of collisions that have previously occurred, roadway features, business areas and
critical speed within this segment of El Camino Real. Based upon the results of
engineering and traffic surveys the Commission recommended, by a 5-0 vote, that a pr
facie 55 mile per hour speed limit be established upon El Camino Real from Hosp Ww
the south City limit.
The current version of the Engineering and Traffic Survey is on file in the office of the 1
Traffic Engineer.
FISCAL IMPACT:
Replacing the existing 24 speed limit signs will cost approximately $3,000.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAC
MUNICIPALCODE BY THE AMENDMENT OF SECTION 10.44.060TO ESTABLISH
A PRIMA FACIE 55 MILE PER HOUR SPEED LIMIT UPON EL CAMINO REAL
FROM HOSP WAY TO THE SOUTH CIp/ LIMIT.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is an

"10.44.060 El Camino Real:
