ITEM EXPLANATION: On February 15, 1994, the City of Carlsbad adopted Resolution No. 9 approving the Resolution of Consent for the inclusion of the City of Carlsl: the proposed County Service Area to participate in a regional communici sys tem. On December 6, 1994, the Board of Supervisors adopted a resolution to the 800 MHz Regional Communications System CSA No.135. On March 21, 1995, the City of Carlsbad adopted Resolution No. 9 approving the City of Carlsbad's budget for CSA 135 and requestin the 1f Carlsbad in the regional public safety 800 MHz radio communication SI approving the 1996/97 fiscal budg of b charges for CSA No. 135 for the continued inclusion of the City o ';y Carlsl benefit charges for CSA No. 135 - Zone A for the inclusion o f: the C (Exhibit 2, pgs 9-13). The estimated one-time costs of implementing the regional 800 MHz trc radio system backbone is approximately $28 million, which does not in the cost of individual city equipment. The cost of the trunked radio back data backbone, and microwave system is being financed through the Carlsbads share of the initial costs to fund the system is $5,225,610. The assessment, when analyzed over the entire city, produces an estir single-family parcel assessment of $22.62 this fiscal year, which is rec down from the FY 95/96 rate of $22.89 due to a slight increase in the nu of benefit units. This parcel assessment will be levied with the 1996-9: bill. Government Code Section 25210.77(a) provides authority for the Boa Supervisors to fix and collect charges on the tax roll for miscellar extended services and the implementation requires a county ordinance annual report listing the charges for each parcel and public hearing bi Board are also required. The procedures occur annually at the end of J; the beginning of August. Therefore, staff recommends the City Council adopt the attached resol (Exhibit 1, and Exhibits A-D, pgs. 3-9) approving the levy of benefit ch. for CSA No. 135 - Zone A, for fiscal year 1996/97. A RESOLUTION OF THE CITP COUNCIL OF THE CITY OF CARLSBI CALIFORNIA, APPROVING A BUDGET FOR COUNTY SERVICE AREA AND REQUESTING THE LEW OF BENEFIT CHARGES FOR COUNTY SERVICE AREA No. 135 WHEREAS, the Council recognizes the importance of regional communications to mutual aid assistance and coordination in the event of disaster: and WHEREAS, the Council adopted a resolution on February 15, 1994, requesting inclusion of Carlsbad in a county service area to be formed to provide regional public safety and public service communications: and WHEREAS, the County Board of Supervisors has formed County Sei Area No. 135 for the purpose of hding the Regional Communications S; and WHEREAS, the County Board of Supervisors has established Zone P County Service Area No. 135 coterrninous with the city boundaries for cil specific requirements: and WHEREAS, the Council has reviewed the proposed budget for the 97 fiscal year; and WHEREAS, the expenditures appear to be necessary for the prope operation of the Regional Communications System. THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, that the City of Carlsbad: 1.
