REQUEST FOR WAIVER OF EDU FEES RECOMMENDED ACTION: Receive presentation from the representative from Burrows Southcoast, owners of the Palomar Airport Cafe, regarding the elimination of Equivalent Dwelling Unit (EDU) charges for the planned expansion of the Palomar Airport Cafe. ITEM EXPLANATION The City Council provides an opportunity for citizens to have an item placed on a Council Agenda by submitting a letter to the City Manager 10 days prior to the meeting. Exhibit 1 is a letter from Mr. Richard Sax requesting time on the City Council’s May 14, 1996 City Council Agenda seeking a waiver of EDU fees for the planned expansion of the Airport Cafe. Mr. Sax or other representatives of Burrows Southcoast have ten minutes to make their presentation. EXHIBITS: 1. We request that the Burrows Southcoast, Inc. operators be placed on the agenda for the City Council meeting of May 14, 1996, t'o discuss the elimination of EDU Pees for the planned expansion of the Palomar Airport Cafe from its current 49 seat status to +/- 80 seats. This is a %:emporary use facility (1-2 years) until the RBP from the County wf San Diega is completed, at which time an EDU fee of +/- $100,000 - $150,000 would be payable for a new restaurant. Therefore, we request relief from the permanent use EDU fee. We understand that the City Council has the discretionary right to make this decisien and we wish to present our case.
