FOR ALGA ROAD CHIP SEAL 1 I ~ ~~ I RECOMMENDED ACTION: Adopt Resolution No. %- if5 accepting bids and awarding a contract for chir a portion of Alga Road, Project No. 3305. 1 ITEM EXPLANATION: On March 12,1996, the City Council approved the plans and specifications for Prc 3305 and directed the Crty Clerk to advertise for construction bids. On May 8, 1 following four (4) Wed bids wm rcmived: 1. California Pavement Maintenance Co., Inc. 2. Franklin Construction, Inc. 3. Manhole Adjusting, Inc. 4. Sim J. Harris Co. 4 $1 $1 $1 Bids have been reviewed and analyzed. The lowest responsible bidder is C Pavement Maintenance Co., Inc., which submitted a bid of $91,421. Staff recot award of the contract to California Pavement Maintenance Co., Inc. Alga Road will be chip sealed from Mimosa Drive to Poinsettia Lane. A chir appropriate in this location for two reasons: 1. It seals the existing surface and adds a wearing surface of small aggrega 2. It increases the friction between the road surface and the tires of a vehicle t vehicles to maintain better traction when the road is wet. aa Lks > :a m* L4.m t2.6 $h Bids were solicited for a chip seal using conventional asphalt and a chip seal using blended with recycled tire rubber. The cost to construct an asphalt rubber chip I more than double the cost of a conventional chip seal and insufficient funds rema Alga Road Assessment District to pay for a rubberized chip seal. Because the co rubberized asphalt exceeded available funds, no bids for the rubberized asphr submitted. The chip seal will be applied in two phases which will maintain one lane of traffic direction. Traffic will not be routed onto the chip seal until the City inspector dett that all loose aggregate is removed. WHEREAS, the City Council of the City of Carlsbad has determined it desirable, and in the public interest to award a contract for chip sealing a porlion or and WHEREAS, four (4) sealed bids were received on May 8, 1996 for the proje WHEREAS, the lowest responsive, responsible bid for the project was SI California Pavement Maintenance Co., Inc., in the amount of $91,421. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City c California, as follows: 1. That the above recitations are true and correct. 2. That the low bid submitted by California Pavement Maintenance Co., amount of $91,421 is hereby accepted and the Mayor is hereby authorized to execut on behalf of the City with California Pavement Maintenance Co., Inc., for chip sealir of Alga Road as specified in the contract documents.
