HR RECOMMENDED ACTION: CITY MGRQ IN CMWD Adopt Resolution No. 96 -* I’ &establishing new classifications in the City’s Classification and Salary Plan for the purpose of replacing former Carlsbad Municipal Water District classifications, revising and deleting current classifications, reclassifying one position from Utilities Systems Operator I1 to Sanitation Systems Operator 11, reallocating one vacant position from Utilities Systems Operator I11 to Sanitation Systems Operator 111, converting the funding of a vacant Service Coordinator position to Engineering Technician I and amending the General Employees’ Classification and Salary Plan. ITEM EXPLANATION: In January 1990, the City and the Carlsbad Municipal Water District (CMWD) consolidated their water and sewer operations. At that time, there was an agreement to review the former CMWD classifications and merge them into the General Employees’ Classification and Salary Plan. Human Resources and CMWD have completed a study with recommendations to eliminate all former CMWD classifications on a “phased” basis. The Summary Report supporting the specific recommendations is attached as Exhibit 1. The following recommendations are submitted for Council’s consideration: e Eliminate all former CMWD classified positions as attrition occurs, As former CMWD- classified positions become vacant, positions will be established under the classification titles in the General Employees’ Classification and Salary Schedule and deleted from the CMWD Salary Schedule (attached as Exhibit 2). Establish classifications that are unique in the General Employees’ Classification and Establish the Utility Worker I, I1 and I11 to consolidate and gradually replace both the Salary Schedule as detailed in Table 1. former CMWD-classified Constructionhlaintenance Worker series and Utility Maintenance Worker series as detailed in Table 2. As vacancies occur, positions will be established in the new consolidated series and the former classifications will gradually be eliminated. e Delete the Utility Systems Operator I1 and I11 and replace this series with Sanitation Systems Operator I, 11, and I11 as detailed in Table 3. Reclassify one position from position fiom Utility Systems Operator I11 to Sanitation Systems Operator 111. Resolution No. 96 L / 9 d ‘i EXHIBIT 1 0 0 17 I February7, 1996 To: GENERAL MANAGER ASSISTANT CITY MANAGER Via: Human Resources Director kom: Human Resources Manager SUMMARY REPORT OF CMWD CLASSIFICATION AND SALARY CHANGES In January 1990, the City and the Carlsbad Municipal Water District (CMWD) consolidated their water and sewer operations. At that time, there was an agreement to review the CMWD classifications and merge them into the City’s classification and salary plan. Both Human Resources and CMWD staff have been working on this project and this report summarizes our recommendations. RECOIVIIVLENDATIONS: Staff recommends the following: e Establish all CMWD-classified positions under the City Classification and Salary Plan through attrition. As former District-classified positions become vacant, CMWD will classify and fill positions under the City’s classification plan and delete CMWD-classifications. Establish current CMWD-classifications that are unique into the City’s Classification and Salary Plan as detailed in Table 1 attached. Establish the Utility Worker I, 11 and 111 to gradually replace and consolidate the CMWD-classified Construction/Maintenance Worker series and City-classified Utility Maintenance Worker series as detailed in Table 2. As positions become vacant, CMWD will establish positions in the new series and gradually eliminate the former classifications. Delete the City-classified Utility Systems Operator I1 and 111 and replace this series with Sanitation Systems Operator I, 11, and 111. Reclassify two positions from Utility Systems Operator 11 and I11 to Sanitation Systems Operator I1 and 111. Delete CMWD-classified Service Coordinator and convert the funding of the vacant position to an Engineering Technician I. e e e -- 5 0 0 <\ t DISCUSSION; In reviewing CMWD classifications, staff identified the following: Establishing C MWD Classii3cations into City Classification and Salary Plan: System Operator I, I1 and Senior, Water Conservation Specialist, Storekeeper, and Engineering Technician I11 as unique classifications not comparable to any in the City classification plan. Therefore, staff recommends that these classifications be established as: Water Systems Operator I at salary range 32, Water Systems Operator I1 at salary range 46, Water Systems Operator 111 at salary range 53, Water Conservation Specialist, at salary range 36, and Operations/Maintenance Storekeeper at salary range 4 1 in the City Classification and Salary Plan. The job specifications and a summary listing (Table 1) have been attached. The proposed salary range placements have been recommended to be established at levels comparable to the current salary ranges and to other classifications in the City plan. Although the Engineering Technician I11 is not currently established in the City's Classification and Salary Plan, the inclusion of this new level may potentially affect other City positions. Therefore, the establishment of this classification has been delayed for a more in-depth review. Since the current incumbent in this position has been "grandfathered" into the CMWD-classification and salary range, this position will not be reclassified into the City classification until the position becomes vacant. All other CMWD-classified positions have comparable classifications within the current City Classification and Salary Plan and will be established as City classifwations as vacancies occur. All CMWD-classifications will gradually be deleted in the attrition process. Consolidation of City and CMWD Classifications Into New Series: As staff reviewed both City and CMWD jobs currently utilized in the department, it appeared that there were overlapping jobs which originally had been created when the City and CMWD were separate agencies. Subsequently, staff concluded that these overlapping job descriptions could be revised and established as new consolidated classifications. The attached Utility Worker I, Utility Worker I1 and Utility Worker I11 job specifications were developed to consolidate and replace the former CMWD and City classifications as positions become vacant. The new Utility Worker series incorporates the construction, repair and maintenance responsibilities of both the water distribution and sanitation L- 0 e I, I CMWD Summary Report of Classification Changes, p. 3 systems and facilities. This new series also updates and clarifies the levels of duties and responsibilities and specialized training now required for these positions. The leadworker and heavy equipment operation responsibilities are proposed to be consolidated into one level, thus eliminating separate classifications and duplication of lead duties, Eventually through attrition, the number of lead positions will be reduced from four to two positions, Staff recommends the salary range for the Utility Worker I at range 22, the salary range for the Utility Worker 11 at range 33, and the salary range for the Utility Worker I11 at range 41 comparable to the salary range placement of the proposed Sanitation Systems Operator series. Currently, there are three vacancies that are proposed to be classified in the Utility Worker series that will result in a net savings from the FY 95-96 budgeted positions. Because there are differences in the specific job requirements of the new series from the current job classifications, staff recommends a phasing-in of the new classifications through attrition. Although the work crews are performing similar tasks and responsibilities, not all incumbents meet current job requirements as these jobs have evolved to require greater knowledge and skill. There are currently five incumbents in the affected classifications to be gradually converted. All incumbents are eligible to promote to the new job series based on their ability to meet the new qualifications and standards. Staff recommends a promotional recruitment to fill the newly classified positions and an elimination of the old classifications as positions become vacant. Sanitation Systems Operator Series: The proposed Sanitation Systems Operator I, 11, and I11 are intended to replace the Utility Systems Operator I1 and 111. The proposed series updates duties and responsibilities and includes new requirements, and additional experience based on the increased technical skills and knowledge. The attached Sanitation Systems Operator I, Sanitation Systems Operator I1 and Sanitation Systems Operator 111 job specifications have been developed to replace the former series. Staff recommends placement of the salary range for the Sanitation System Operator I at range 22: the salary range for the Sanitation System Operator I1 at range 33; and the salary range for the Sanitation System Operator 111 at range 41. Staff further recommends the deletion of the Utility Systems Operator I1 and Utility Systems Operator I11 and the reclassification of two positions to Sanitation Systems Operator I1 and 111. Currently, the Utilities Systems Operator I11 position is vacant and the Utilities Systems Operator I1 position is filled by an incumbent who meets all the revised qualifications and standards in the proposed Sanitation Operator I1 classification. The estimated increased cost of $2,500 for both reclassifications will be funded by the department’s salary savings from -7 a 0 rr r CMWD Summary Report of Classification Changes, p. 4 vacant positions. Convert Fundinp - of vacant Service Coordinator to Edn eeriw Technician I: In December 1992, the incumbent Service Coordinator retired and the duties of locating and marking of underground services eventually were assumed by the Engineering Division of CMWD. Because this duty does constitute a number of hours in the field, the Engineering Division would like to convert this vacant Service Coordinator position into an entry Technician position to assist in other related duties, such as, drafting and mapping as well as gathering field information while locating underground services. This conversion will result in an annual cost savings of approximately $4,100. The Engineering Technician I annual salary range is $26,532.22 - $32,250.14. s-x Attached in Table 3 is the comparison of both CMWD and City salary ranges and classifications both current and proposed. The recommended salary consistency in salary differentials and internal equity among comparable classifications. RAUTENKRANZ, City clerk 1 (SEAL) 1 \ a a 'I' 4/23/96 Attachment A Resolution No. 96-192 CITY OF CARLSBAD JOB DESCRIPTION JOB TITLE: UTILITY WORKER I UTILITY WORKER I1 UTILITY WORKER I11 DEPARTMENT: Carlsbad Municipal Water District (CMWD) BASIC FUNCTION: Under general supervision, perform both routine and skilled heavy, physical work in the construction, maintenance, repair and installation of water distribution and sewer collection systems and related structures and appurtenances; perform landscape and building maintenance related to water district facilities; perform related work as assigned. DISTINGUISHING CHARACTERISTICS: Utility Worker I is the entry level class in this series. Initially under close supervision, incumbents learn and perform a variety of duties in the maintenance, operations and repair of water distribution and sewer collection systems; and in the maintenance of landscape and facilities, Incumbents at the I level may reasonably expect to advance to the I1 level through the promotional process by demonstrating the proficiency and meeting the qualifications of the higher level class. Utility Worker I1 is the journey level class in this series. Incumbents perform the full range of maintenance and repair duties and may be assigned in any maintenance or operations area. This class typically reports to a lead worker or supervisor for work assignments, though is expected to work independently once assignments are determined.
