L& 4 > z 0 + 0 a 6 z 3 0 0 Currently, many of the duties and responsibilities included in the new job description are supervised or performed by the Senior Management Analyst, Assistant Finance Director and Finance Director and are supported by the accounting staff. Therefore in order to provide a more efficient staffing level for the type of analysis and expertise needed, establishment of a higher level Accountant to replace one of the two vacant Accountant positions. Staff recommends that a Senior Accountant be established in the Management Classification and Salary Plan at a salary range comparable to other professional entry- level management positions based on the education and specialized experience required. The annual salary range for the Senior Accountant is recommended to be $40,820 - $52,104. The funding of this position is proposed to be converted from the vacant Accountant position and salary savings from other vacant positions within the Finance Department. Finance plans a reorganization of duties and responsibilities and requests the I - em PAGE2OFAB# 13,(~8(~ FISCAL IMPACT: The estimated increased annual cost for the conversion of a vacant Accountant to Senior Accountant is $6,700. Funds for this increased cost are available within the department's current budget through continued salary savings from vacant positions. RESOLUTION NO. 96-207 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING THE CLASSIFICATION OF SENIOR ACCOUNTANT, REVISING THE ACCOUNTANT JOB DESCRIPTION, CONVERTING THE FUNDING OF ONE POSITION, AND AMENDING THE MANAGEMENT CLASSIFICATION AND SALARY PLAN. WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to adopt the job classification and salary of Senior Accountant in the Management Classification and Salary Plan; and, WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to revise and update the job description of Accountant; and, WHEREAS, the City Manager recommends and the City Council concurs, that it is desirable and necessary to convert the funding of one vacant Accountant position in Finance to Senior Accountant. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to convert the funding of one vacant Accountant position in Finance to Senior Accountant. KUNDTZ, ssistant City Clerk (SEAL) Attachment A Resolution No. 96 4'07 i JOB TITLE: DEPARTMENT CITY OF CARLSBAD JOB DESCRIPTION SENIOR ACCOUNTANT FINANCE BASIC FUNCTION: Under general supervision, to perform advanced and complex professional accounting work in planning, organizing and auditing the accounting and financial transactions of the City; and to do other related work as assigned. DISTINGUISHING CHARACTERISTICS: This is the advanced professional level in the Accountant series. This level is distinguished from the Accountant in the variety of administrative tasks and independence in performing the assigned responsibilities. Work is normally reviewed on completion for overall results. Acts as a lead technical resource to other staff and may be involved in training and supervising others. KEY RESPONSIBILITIES: Supervise and/or participate in all aspects of the City's accounting activity, including but are not limited to the following responsibilities: 0 Analyze and research complex financial transactions to provide proper accounting treatment in accordance with Generally Accepted Accounting Principles (GAAP), 0 Prepare agenda bills, and present the information to City Council or other groups as necessary, 0 Lead and coordinate the fiscal year-end audit activities including preparation and review of the Comprehensive Annual Financial Report (CAFR); 0 Convert and provide ongoing maintenance of automated accounting sys terns; 0 Prepare special studies and reports as required; cn, Senior Accountant, p. 2 Y of Supervise and participate in auditing accounting systems and procedures to ensure proper internal control and compliance with policies; Supervise and participate in auditing City revenue sources when necessary, Coordinate and participate in the development of the annual Capital Improvement Program (CIP) Participate in budget development for various departments and/or funds; Analyze budget submittals from other departments including preparing both numerical and narrative reports; 0 Review and approve journal entries made by subordinates; Participate in a wide array of fiscal activities including administration of bond issues and assessment districts, and participation in the City investment process; Develop and prepare narrative and statistical reports pertaining to fiscal activities, policies and procedures. Develop, recommend and assist in implementation of departmental policies and procedures to ensure compliance with governmental accounting standards; Review current legislation and changing governmental standards to update and recommend changes to policies and procedures; Provide support and assistance to the Finance Director and/or Assistant Finance Director; Supervise, train and evaluate technical and clerical staff as assigned; Respond effectively to public inquiries and complaints; Interface with and serve as finance representative at interdepartmental and professional meetings as required. QUALIFICATIONS: Knowledge of: Principles and practices of accounting (including working knowledge of all pertinent Governmental Accounting Standards Board requirements), budgeting, auditing, financial reporting and administration as practiced in a. Automated financial reporting systems, spreadsheets, and computer applications. A typical background would include: Graduation from an accredited four-year college or university with a Bachelor's degree in accounting or related discipline, and three years of professional-level accounting experience. Supervisory experience is desirable. PHYSICAL REQUIREMENTS AND ENVIRONMENT: Positions in this class are typically situated in a standard office environment resulting in little exposure to the weather and requiring no unusual physical abilities.
