That the City Council ADOPT City Council Resolution No. ‘?6-209 , ACCEPT
suggested modifications adopted by the California Coastal Commission in the
on LCPA 90-08(B) for the Carlsbad Ranch Specific Plan Amendment Project.
ITEM EXPLANATION
On January 9, 1996 the City CounGil approved B series of aGtions for the C
Ranch Specific Plan Amendment project which included a Local Coastal F
Amendment. The Local Coastal Program Amendment application was submittc
staff of the Coastal Commission on January 23, 1996. On April 11, 1996, the C
Coastal Commission approved the Local Coastal Program Amendment Request
with five suggested modifications. One of the suggested modifications is to tl
Hedionda Land Use Plan while the remaining four modifications are to the
Segment Land Use Plan. Before the amendment request can become ef
certified the City Council must formally accept the suggested modifications and
documentation to the Executive Director of the California Coastal Comr
Acceptance of the suggested modifications will cause the Local Coastal Progral
revised to incorporate the new text. The Executive Director upon receiv
necessary documentation will report his determination concerning the City’s accf
of the suggested modifications to the Coastal Commission at its next rl
scheduled public hearing.
The suggested modifications adopted by the Coastal Commission are attachel
City Council resolution prepared for this action. The new text is underlined w
deleted has been crossed out. The following is a summary of the five su!
modifications:
Aqua Hedionda Land Use Plan
1. Policy 2.2 - This modification requires the construction of a public trail wit)
point from Cannon Road to the northern edge of the golf course alc
westernmost section.
Mello II Segment Land Use Plan
2. Policy 2-1 (a)(l) - This modification revises text concerning when acreage
leased or controlled by the City of Carlsbad for a public recreation or oper
use shall be exempt from the requirements of the coastal plan’s agri
conversion policy. It also specifies that if any acreage qualifying as being
from the policy is no longer owned, leased or controlled by the City of Cl
at some time in the future than the exemption from the agricultural con
policy shall be voided and one of the conversion options implemented.
Policy 2-l(a)(3) - This modification puts text back into the land u:

Acceptance of the suggested modifications have been determined to be exem

FISCAL IMPACT
There will be no fiscal impact from acceptance of the suggested modifications ap

WHEREAS, California State law requires that the Local Coasta
General Plan, and zoning designations for properties in the Coastal Zc
