RECOMMENDED ACTION:
Approve Resolution No. u&-atv appropriatirrg funds for purchase of capital equipment.
ITEM EXPLANATION:
The Employee Capital Equipment Purchase Plan originated in 1993 after capital eql
purchases were almost eliminated from operating budgets because of tight budget con!
Capital equipment purchases are a necessary investment which can improve public
increase employee productivity or service levels, and provide value to the City over time.
The Employee Capital Equipment Purchase Plan affords all employees an opportl
identify equipment purchases which will help them to perform their jobs more effective11
or at a reduced cost to the City. The plan also provides an opportunity for employe€
involved in the decision-making process. Any employee may submit a capital eql request, generally for items between $1,000 and $25,000. The request must
documentation of how the purchase will achieve one or more of the following goals:
1) Increase efficiency
2) Save time and/or money
3) Allow the maintenance of service levels with decreased work hours
4) Increase employee safety
5) Increase service levels with the same staffing levels
Five employees volunteer to serve on the Committee, one from each service area of tl
The Finance Department serves as the Committee facilitator. Committee membl
selected by the City Manager and currently consist of the following employees:

Committee Recommendations: During this past period, the Committee reviewed
employee requests and have submitted two recommendations to the City Manager for ai

4) Computer and software upgrades - Cultural Arts $6,0(
Secretary Sherry Freisinger designs and prepares flyers, brochures, newsletter, and
programs for the Cultural Arts program.
The upgraded computer and desk top publishing software will improve her efficienc!
provide for better layouts for the monthly newsletter/calendar and jazz concert serie
Her current computer is inoperable 1-3 days per month.
2) Laptop computer and printer - Holiday House $5,OC
Recreation Assistant Marc Beasley supervises registration and tracking of many spe
events and recreational activities including youth basketball, Triathalon, and body SL
Registration and tracking of participants is typically accomplished at remote sites (pl
ballfields, beaches). Current manual procedures are repetitive, time-consuming and
inconvenience the public. The laptop computer and printer will increase service lev€
allow fewer staff to provide faster and improved service.

FISCAL IMPACT:
Staff recommends the use of General Fund reserves to fund the capital eql
recommendations from the Employee Capital Equipment Committee. This reques
$1 1,000 and sufficient funds are available in the unreserved General Fund balance.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORlZlNG THE PURCHAS€
OF CAPITAL EQUIPMENT AND APPROPRIATING FUNDS
WHEREAS, capital equipment purchases are a necessary investment
which can improve public safety, increase employee productivity or service levels,
and provide value to the City of Carlsbad over several years; and
WHEREAS, the Employee Capital Equipment Committee and City
Manager recommends the purchase of capital equipment which will increase
employee efficiency and save time and money; and
WHEREAS, the General Fund has sufficient and available funds.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California as follows:
1. The purchase of the committee-recommended capital equipment
is authorized and $1 1,000 is appropriated from the General Fund balance. -
PASSED, APPROVED AND ADOPTED at a regular meeting of the
