Change, renaming the northwestern portion of Alga Road to Aviara Parkway.
ITEM EXPLANATION
On April 17, 1996, the Planning Commission conducted a public hearing i
recommended approval with a 6-1 vote of a street name change to rename a portioi
Alga Road. The alignment of future Alga Road extends from it's intersection \i
College Boulevard at Palomar Airport Road southward to Poinsettia; with the r(
continuing eastward to its existing terminus at Melrose Avenue. As shown on
attached location map, approval of the street name change would rename
northwestern portion of Alga Road to Aviara Parkway. The purpose of the nr
change is to facilitate travelers in reaching the destination resort and public open sp
in and around the Aviara Master Plan.
Staff originally recommended against the street name change because it did not stri
adhere to the provisions of the Street Naming and Addressing Policy No. 20 in
areas: street name theme and duplication of the main name. Street names in
The word 'Aviara' is a combination of the word 'aviary' and the latin word 'tei
meaning earth. The Planning Commission determined that the word 'Aviara' did sal
the name requirement for the southwest quadrant since it dealt with both birds
terrain.
The Policy also states that the main name of a street cannot be used more than on
Commission, after considering the goals behind the Policy's prohibition on duplic
main names, found that no traffic confusion or reduction in emergency response tit
would result from using the main name of Aviara twice. Since there will never k
home or lot that addresses off of the proposed Aviara Parkway, no affect to existini
future property owners should occur. The Planning Commission found that the st
name change would facilitate visitors in traveling through the City and that there
overriding economic considerations in providing directions to the tourist destination.
The term 'Parkway' is not listed as an allowable suffix for an arterial roadway within
City. Both staff and the Planning Commission agree that the suffix is an appropr
name for major roadways and the Commission, through minute motion, recommen
that the City Council amend the Street Naming and Addressing Policy to a
'Parkway' as a street name for arterial roadways .
The Planning Commission also recommended, through minute motion, that the
Council reexamine the Policy with regard to the duplicity of main street nan
considering the present example and that of Carlsbad Village Drive in the past.

ENVIRONMENTAL REVIEW
The renaming of a street is exempt from environmental review pursuant to Seci
15301 (9) of the State CEQA Guidelines. The Planning Director will issue a Notice
Exemption upon final project determination.
FISCAL IMPACTS
The only fiscal impact to the City would be the refacing of existing street signs i
updating of emergency response maps and databases. The applicant has agreec
pay all costs associated with the street name change and has accepted a conditior
approval to that effect.

I. RECOMMENDATION

11. INTRODUCTNB
The proposed street name change would rename Alga Road, from its future northel
terminus at Palomar Airport Road to its intersection with El Camino Real, to Aviai
Parkway. The City Council has a policy on renaming streets that specifies the types of tern
and suffixes that are appropriate for street names in various portions of the City. Tf
proposed street name of Aviara Parkway does not meet the specifications detailed in tk
Council Policy, therefore staff cannot recommend support of the proposal.
111. PROJECT DESCRIPTION AND BACKGROUND
Aviara Land Associates is requesting approval of a street name change for a portion of Ali
Road. As shown on Exhibit "A" attached, the proposal involves renaming that portion (
Alga Road between Palomar Airport Road and El Camino Real to Aviara Parkway. TI
existing Alga Road east of El Camino Real would remain unchanged and the freew
signage shown is not part of the proposal. The applicant has stated that renaming the stre is necessary to provide unambiguous direction for tourist patrons seeking the Four Seaso
Resort Aviara and related uses. Citing other destinations in the coastal southern Califorr
area that bear identifiqing street names, the applicant feels that the name Aviara Parkw
would provide an identity which would economically and prestigiously benefit the entire Ci
In 1987, the City Council adopted a policy statement regarding the naming, renaming a
addressing of streets. 'The action served to implement the General Plan Circulation Eleme
program to "establish and maintain an official street naming and addressing plan to rem0
conflicts, duplication., and uncertainty." A conflicting or confusing street naming
addressing system can increase congestion, detour visitors and slow emergency respon!

suffix and the addresses on the street.

Occasionally the need arises to rename a street. Typically this need is based upon confusion
the resulting potential for delay in safety response times. In some instances, a street ha2
been renamed to satisfy a neighborhood or developer’s marketing needs, provided ii
remained equally or more consistent with the City Council Policy No. 20. There has beer
one street name change that did not fully comply with the Street Naming Policy but wa
allowed by City Council due to the city-wide benefit, that being Elm Avenue to Carlsbac
Village Drive. The City Council found that the changing of the street name would enhancc
place recognition from the freeway, encouraging travelers to stop and enjoy the Villagc
Redevelopment area.
Iv. ANALYSIS
As discussed, the only document governing the naming or renaming of private or publi
streets is the City Council Policy No. 20, the Street Naming and Addressing Policy. I
addition to the regulatory documents, a street name or rename should not interfere wit
safe and adequate circulation, including emergency response time. Therefore, the followin
analysis is divided into two sections, one discussing conformance with the Council policy, th
other discussing the potential circulation impacts.
A.
The Street Naming and Addressing Policy specifies the types of main names and suffixes fc
streets within Carlsbad. As shown on the attached Street Name Classification Mal
different portions of the City have themes for the main name of a street. For exampll
streets in the southeast quadrant should be labeled with either names of birds or Spanis
names, such as El Gavilan, Camino de 10s Coches or Calle Acervo. The theme names fc
the southwest quadrant, the area proposed for the street name change, are flowers, tree
plants, birds or nautical terms.
To reduce conflicts and confusion, Council Policy No. 20 dictates that the main name fc
a street be used only once. This policy statement has actually generated name change
Mision Estancia was changed to Camino de 10s Coches because of its potential confusic
with Estancia Street. To indicate the size and direction of a street, the Council policy a1
dictates the appropriate suffix, such as Street, Court or Lane. Major arterials, such as AI
Road, are supposed to use the suffix Boulevard or Highway.
The proposed street name change from Alga Road to Aviara Parkway does not conform
City Council Policy No. 20 in several aspects. The term ’Aviara’ does not fit in the ther
of flowers, trees, birds, plants or nautical terms. According to the applicant, ’Aviara’ is
combination of ’aviary’ and ’terra’, representing a tie to the bird theme. Even though t
term Aviara does not fit in the theme, the street name has already been used, bringing rj

many homeowners. Aviara Drive does not completely intersect the portion of Alga Road
proposed for renaming, however both would figure prominently in the master plan
circulation system potentially causing confusion.
While the suffix 'Parkway' is not included in the allowable suffixes for arterials and cannol
be recommended for approval by staff, the suffix does seem to be a plausible addition to the
authorized street naming policy. Given that the proposed street name change does no
correspond with the appropriate theme and the main name has already been used, tht
proposed street name change does not conform with the City Council Policy No. 2(
regarding the renaming of streets.
B. Circulation Impacts
As discussed above, confusing or conflicting street names can increase congestion and slov
emergency response times. The current proposal would cause the same street to have twc
names, Alga Road east of El Camino Real and Aviara Parkway west of El Camino Real
While this may be a confusing situation, it does already exist elsewhere in the City and eve-
on the same roadway. North of Palomar Airport Road, the roadway is named Colleg
Boulevard; south of Palomar Airport Road extends the portion of Alga Road proposed fc
renaming.
With regard to emergency response issues, the proposed street name change was reviewe
by the Fire and Police Departments. Both departments reported that no emergenc
response concerns existed. The Fire Department did request that, should the street nam
change be approved, the applicant reimburse the City for the cost of modifying th
emergency response maps and computer dispatch data base.
In summary, the proposed street name change would likely not cause severe circulatic
impacts. Since no homes or businesses are or will be addressed off of Alga Road within tl
southwest quadrant, no existing residents will be affected by the name change. As indicatt
by the safety services departments, no adverse impact to emergency response should 1
expected. However, since the proposed street name change does not conform with the Ci
Council Policy No. 20, staff cannot recommend support.
V. ENVIRONMENTAL REVIEW
The physical ramifications of a request to change a street name involve the refacing
existing street name signs and qualifies as a minor alteration of existing public structur
involving negligible expansion of use. The proposal is therefore exempt from environmenl
review pursuant to section 15301(g) of the State CEQA Guidelines and a Notice
Exemption will be issued upon final project determination.

Chairman Compas announced to the applicant and the public that this item, if approved, will be forwan:
to the City Council for their consideration.
Michael Grim, Associate Planner, reviewed the background of the request and stated that the applicanl
requesting approval of a street name change for a portion of Alga Road which is located south of Palor
Airport Road and west of El Camino Real. This proposal does not include any alterations to College
Boulevard north of Palomar Airport Road, nor to Alga Road east of El Camino Real. The applicant de!
the street name change to Aviara Parkway to allow the identity of the Aviara Master Plan and facilitate
travelers and tourists to the area which contains the Four Seasons Resort and related uses. There is
nothing in the Carlsbad Municipal Code which discusses naming of streets. The only regulatory docun
we have is City Council Policy No. 20 which constitutes our street naming and addressing policy. That
policy was adopted in 1987 and its goal was to eliminate or prevent future confusion of street names. d
way a street name could be confusing is if a street name is used more than once or if there isn't a Wrti
theme so that emergency personnel do not know what part of town that street would be located in.
According to Policy No. 20, certain parts of the town are supposed to have certain naming themes. In
southwest quadrant, near Aviara, the themes are supposed to be flowers, birds, plants or animals of th
Batiquitos Lagoon, or any nautical name. Staff does not feel that Aviara meets this criteria so that wa6
first reason for a recommendation of denial. The second reason is that there is already a street namec
Aviara Drive. While Aviara Drive does not intersect with Alga Road, they do both figure prominently w

the master plan. Therefore, staff is concerned that having both an Aviara Parkway and an Aviara Drive
may cause some confusion to the traveler. The third area where the proposed street name does not meet
the policy is the suffix of “Parkway.” Parkway was not included as an allowed suffix for major arterials. It
should be something in the order of Highway or Boulevard. However, staff is willing to support having the
Council policy amended to include Parkway, since the landscaping on Alga Road makes it resemble a
parkway.
Mr. Grim stated that in addition to Council Policy No. 20, the real crux of street names is the circulation
impacts, the largest being emergency response personnel. Staff contacted both the Fire Department and
the Police Department and asked them if this would cause them any confusion. Both Fire and Police felt
that the street name would not cause confusion for emergency response personnel. The only request
received from the Fire Department was that if the street name is changed, they would like to be reimbursec
for the costs of revising the emergency response maps and their data base.
While the proposed street name would not cause severe circulation problems, and while no homes or
businesses are addressed off Alga Road, staff is unable to recommend support of the change because it
does not meet the City Council Policy No. 20.
Mr. Grim stated for the record that the staff report was mistakenly dated April 17, 1995 instead of 1996.
The application was completed February 19, 1996. The staff recommendation should also state ‘That the
Planning Commission adopt Planning Commission Resolution No. 3925, recommending denial of the Stree
Name Change...“.
Commissioner Welshons inquired what the word “Alga” means in Spanish. Mr. Grim replied that it means
seaweed, which is a nautical term.
Commissioner Erwin stated that 40% of the proposed roadway is located in nondviara land, i.e. other
property owners own the land. He inquired about their response to the name change. Mr. Grim replied tha
everyone within 600 ft. of the entire alignment was notified. The only response we received from anyone ir
Zone 20 was from Sambi Seaside Estates. They were very much in favor of the name change because
they felt, from a marketing perspective, that any reference to Aviara would be an asset to them.
Chairman Compas invited the applicant to speak.
Larry Clemens, Hillman Properties, 201 1 Palomar Airport Road, Carlsbad, addressed the Commission and
stated that they have had many problems directing people to the Aviara Resort. Now there are 500
homeowners and there will be much more confusion when the Four Seasons opens up. Developers are
agents of change. They need to be in tune with what is going on. Aviara is one of three major destination
resorts in Carlsbad. The other two are La Costa and soon to be LEGO. Mr. Clemens stated that we need
help assisting visitors who come to Carlsbad to find their way. Alga may mean seaweed but Aviara has
something to do with birds. He stated that Aviara Drive is a gated street so it should not cause any
confusion with Aviara Parkway. There are no fiscal impacts to the City. All costs will be bome by Aviara.
There are no Fire or Police impacts. It has been approved by CalTrans. The change will provide
destination and directional assistance to motorists. It will help reduce congestion on La Costa Avenue and
Palomar Airport Road. No address changes are necessary. No new addresses will be assigned.
Commissioner Erwin inquired if he has seen the letter from CalTrans. The way he reads it, CalTrans is
saying that they won’t allow a sign on the freeway direding motorists to take Poinsettia to Aviara Parkway.
Mr. Clemens replied that he has seen the letter. He has had two meetings with the Director of CalTrans,
Council Member Negaard, and City Manager Patchett. It was CalTrans that recommended the sign.
However, the person who wrote the letter was not in the meeting. He was told that he had to get approval
of the Planning Commission first and then bring that approval to CalTrans in order to get a freeway sign
approved.

Commissioner Erwin commented that ten years ago Hillman had tried to get the name of Batiquitos Drive
changed to Pacific Rim Drive. Now there is this change to Aviara. It seems to him that Hillman has a
histoiy of tiying to change street names to refled a business involvement.
Commissioner Noble inquired whether he knows if LEGO will be requesting the same thing from CalTrans
for LEGO Land. Mr. Clemens stated that he doesn't know.
Chairman Compas inquired if motorists take this exit, will there be another sign directing them to turn righ Mr. Clernens replied that directional signs are not allowed in that area.
Commissioner Monroy inquired if Hillman Properties plans to defray costs for changing the Fire
Department's database. Mr. Clemens replied that they plan to do this at a cost of $2,000.
Chairman Compas inquired what is the most important thing which should be considered in going against
the staff approval. Mr. Clemens replied that there are three destination resorts in Carlsbad and people ne
to know how to find them, the name change will not cause problems for Aviara Drive, and there is no cost
the City.
Chairman Compas opened the public testimony and issued the invitation to speak.
John Jones, 3044 State Street, Carlsbad, addressed the Commission and stated that he agrees with the
staff recommendation. He would like to see it remain as Alga Road. There are many changes which Mr.
Clemens has not discussed, i.e. phone book changes, Thomas maps, etc.
Chairman Compas allowed the applicant an opportunity for rebuttal to the public comments.
Mr. Clernens commented that phone books and Thomas maps should not be a problem because they are
reprinted every year.
There being no other persons desiring to address the Commission on this topic, Chairman Compas declare
the public testimony closed and opened the item for discussion among the Commission members.
Commissioner Nielsen inquired how the Commission can approve the street name change in light of City
Council Policy No. 20. Rich Rudolf, Assistant City Attorney, replied that either way, it would only be a
recommendation. The City Council will ultimately decide. They will look at the findings which staff has
made.
Commissioner Nielsen inquired if a precedence has been set by changing Elm Avenue to Carlsbad Village
Drive, since there is also Carlsbad Boulevard. Mr. Rudolf replied that if the Commission recommends
approval, rather than denial, they need to give the City Council the reasons for the recommendation.
Commissioner Savary inquired if there is any way the Planning Commission can respectfully request that
the City Council take another look and possibly add Parkway to the list of acceptable names. Mr. Rudolf
replied that the best way would be to make a separate Minute Motion.
Commissioner Noble stated that Carlsbad is becoming a destination. There is no exaggerating the
confusion. Motorists are always getting confused with Carlsbad Village Drive and Carlsbad Boulevard.
When he took his oath of office for the Planning Commission he agreed to uphold the City standards but nt
that he would always agree with them. Since the Commission is only recommending approval, he thinks w
need to send this message to the City Council.

Dear Chairman Compas:
Your consideration is requested in approving Aviara Land Associate’s application to
change the street name of Alga Road to Aviara Parkway born El Camino Real to
Palomar Airport Road.
As the community of Aviara grows, and with the completion of the Four Seasons Aviar
Resort, the importance of destinational signage and directional assistance will become increasingly more important. Our proposal to change Alga Road to Aviara Parkway w
provide motorists on El Camino Real, Palomar Airport Road, and Poinsettia Lane wit1 recognizable direction to the Aviara Community and Resort.
While reviewing my proposal, please consider the following:
0 All costs of the street name change will be paid for by Aviara; there will be no
fiscal impact to the City of Carlsbad;
No address changes are necessary as there are no existing, or future addresses 01
Alga Road;
Both the City Fire and Police Departments are satisfied that there are no impacl
Aviara Parkway will enhance vehicular movement in south Carlsbad;
Caltrans will provide directional signage on Interstate 5 referencing the use of
Poinsettia to reach Aviara Parkway (thereby giving clear direction from 1-5).
