CITY DEPT. RECOMMENDED ACTION: 06/25/96 ESTABLISHMENT OF SOLID CSD WASTE SERVICES RATES "16-g.30 Adopt Resolution No. establishing fiscal year 1996-97 solid waste services rates fi of Carlsbad. ITEM EXPLANATION: The City of Carlsbad has been conducting a review of solid waste services costs. The Cii Hilton Farnkopf & Hobson (HFH) to conduct an in-depth financial analysis of the City's i solid waste service provider, Coast Waste Management (CWM), to establish rates based cost of providing service. This project was recently completed, having been placed on hc times pending resolution of numerous evolving solid waste issues and uncertainty regardin options. The current rates, established in August 1994, are based on a disposal tip fee of $55 F October 1994, the City directed CWM to utilize more cost effective disposal options, and C1 exporting Carlsbad-generated waste to out-of-County landfills. The City directed CWM ti the County system, at a tip fee of $47.50, in September 1995. On May 16, 1996, the Sc Authority (SWA) acted to reduce the tip fee at County landfills to $40/ton, effective Jul Through these alternative disposal options, CWM was able to achieve substantial dispo: for Carlsbad customers. HFH will continue its analysis to identify the amount of the disposal savings, and staff wi Council with recommendations for the use of the disposal savings in 4 to 6 months. h there is a need to reduce rates to reflect the reduced disposal costs. The proposed incorporate small increases for wages and other expenses, which have not been adjust years. Also included are adjustments to City fees. FISCAL IMPACT The recommended action will result in a decrease in solid waste services rates of 828 residential customers and $22.95 (23.4%) for commercial users, as outlined in Exhibit 2. reduction in the commercial sector is due to a reapportionment of costs, as determined k financial review. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Ca follows: 1. 2. The above recitations are true and correct. The rate for commercial recyclables collection shall be determined by Coas Management, Inc. and approved by the Community Services Director or designee 01 by-case basis, depending on materials collected, but in no case shall this rate ex rate for commercial solid waste collection. The following rates shall apply to special pick-ups of solid waste: a. The delivery charge for roll-off boxes shall be $42.00/box. b. The service charge for all classes of roll-off boxes shall be $157.24 per c plus landfill disposal fees. Roll-off boxes which are not collected a minimum of once-per-week assessed a stand-by charge of $3.60/day. Customers requiring more collection from a roll-off box shall be refunded the original $42.00 delivery This refund may be in the form of a credit on the customer's account. The rate for special haul bins (%yard bins which require special collection or are rl seven days or less) shall be as follows: a. 1 bin $72.00 b. 2 bins (delivered same trip) $134.00 c. 3 bins (delivered same trip) $196.00 The City Solid Waste Administration fee for residential and commercial customers 2% of the gross solid waste services rate. These solid waste services rates established hereby shall be effective June 15, 4 supersede rates previously established.
