One of the reasons my wife and I chose Carlsbad for our home was the abundance of beau1
beaches and coastline. Having spent the majority of my life in southern California I h
always looked forward to spending time on the beach. With the birth of our first chilc
1994, we began a new enjoyment of the beach by introducing our daughter to the ocean.
the beach, coastline, and ocean mean a lot to me. I feel fortunate to live in Carlsbac
proximity to so many stretches of wondefil beach to enjoy. I also know that much of
beach is being eroded away with little hope of replenishment. Due to man's intervention ~
the natural processes that carry sand and sediment out to the ocean, the supply of sand
been severely diminished on many beaches. We were pleased to see the Batiquitos pro
bring so much new sand to the adjacent beach. We use this beach often and appreciate wh
difference a little sand can make!
With my background in environmental science and management I feel I would m
significant contributions to the Beach Erosion Committee and to City of Carlsbad.
academic training has taught me to take a systems approach to evaluating environme:
issues. This only makes sense due to the interdependent nature of the environment. This
easily be seen on the beaches of southern California where the alteration of the movemen
sediment downstream has impacts on the beaches and associated inter tidal habitats. In
view, the key to environmental management is the ability to balance trade offs between
natural environment and economic growth. Some interest groups take opposing sides wi
result in polarization and an inability to appreciate the others views. This is where I feel I
make the greatest contribution to the environmental debate. I understand the compel
values and interests of the various stakeholders and enjoy bringing opposing sides togethe
work out a common solution.
In summary, I take a personal interest in the maintenance and enhancement of Carlsbz
beaches for my personal enjoyment and the fitture enjoyment of my children. I also real

Site-Wide EIS for the Nevada Test Site. Served as Technical Lead for preparation

EIR for Valley Center Road Widening Project. Managing the preparation of an E1
the County of San Diego, Department of Public Works. The project entaill
widening of a portion of Valley Center Road from two to four lanes between Coal C
Road and Woods Valley Road. Technical issues addressed in the EIR include biol
cultural resources, aesthetics, noise, and public health and safety. The EIR is 1
completed under an on-call environmental services contract with the County.
EIS for a Bridge at the Concord Naval Weapons Station. Project Manager respon
for all deliverables, management of budget, and providing guidance to
subconsultants. Additional responsibilities included the organization of all material
public hearing on draft EIS including presentation text and graphics, handout matr
sign up forms, newspaper notices, and stenographer. Supported the Navy in procl
Clean Water Act Section 4-04 permit due to the filling of a portion of Mt. Diablo Cn
EA for Satellite Processing Facility at Vandenberg AFB. Managed the preparation 1
EA for the siting, construction, and operation of the Earth Observing System (1
Payload Processing Facility at Vandenberg AFB. The goal of the NASA-spons
EOS is to advance the scientific knowledge of the entire earth system by launc
payloads into polar orbit.
EA for Vandenberg AFB Comprehensive Plan. Managed preparation of an EA
provided environmental constraint input for the Base Comprehensive Plan. This wa5
of the first occasions where environmental constraints were considered during the

Comprehensive Planning process. The EA was intended to evaluate the impac
future development of VAFB as described in the BCP. - EIS for Navy Base Clowe/Realignment in the San Francisco Bay Area. Ma
preparation of a technical appendix that was included in the Final EIS. Invc
assessment of baseline conditions and potential impacts resulting from closure of
naval bases in the San Francisco Bay area and the transfer of operations to bases lo
in the Pacific Northwest, San Diego and Lemoore, California. Directed two tear
scientists during an intensive reconnaissance and report preparation effort.
EIR for Remediation of the McColl Superfhd Site in Fullerton, California. PI
Scientist for the evaluation of environmental impacts associated with the remediatior
former hazardous waste site located in a residential neighborhood. Several optior
clean-up of the site were evaluated including on-site thermal destruction, R
containment, and off-site disposal. Data generated during the course of the investif
were used to prepare a court ordered EIR.
Risk Assessment
0 Project Manager, Health Risk Assessment (HRA) for Chemical Formulating Faci
The HRA was required by the South Coast Air Quality Management D:
(SCAQMD) pursuant to the Air Toxics “Hot Spots” Information and Assessmen
(AB 2588). Ten chemicals were evaluated in the HRA for carcinogenic, acute
chronic health effects. Air quality dispersion modeling was conducted in order to PI
maximum cancer risk and excess population cancer burden in the zone of iml
Isopleths were generated for carcinogenic risk levels of lo6 and 10”. Hazard
isopleths were also generated for those chemicals which affected the central ne
system, respiratory system, and the gastrointestinal tract.
Project Manager for an Electromagnetic Field (EMF) Study. Conducted a study 1
evaluated the effects of EMF from a nearby 500 kV transmission line on a pro]
Coca Cola bottling facility. A measurement survey was conducted in order to asse
EMF levels at the site. The measurement survey consisted of lateral profiles (
magnetic field and spot measurements at selected locations. Ambient magnetic
ranged from 0.5 to 1.6 milligauss (mG) at the site of the proposed facility. An
literature review was also conducted and included in the report.
Preliminary Endangerment Assessments (PEA). Contributed to several PEA docu
prepared according to the California Environmental Protection Agency, Departmc
Toxic Substances Control Guidelines. Sites evaluated included petroleum contamj
port property and polynuclear aromatic hydrocarbon contaminated manufacture
sites.

Site Assessment/Environmental Audit
0 Phase I Environmental Audits for the Port of Long Beach. Performed environmc
audits of Port tenants as part of a portwide environmental review program. The a
entailed a site visit, record review, and report preparation. Facilities audited inch
container terminals, maintenance facilities, and bulk cargo processors. Follor
preparation of the audit report, Mr. Prohaska met with the tenant to discuss the outc
of the audit and recommended solutions to problem areas.
Phase II Site Investigation at Upper Reservation of Ft. MacArthur. Project Manager
the characterization of three former landfills utilizing geophysical techniques (seis
refraction) and hollow stem auger drilling. Soil samples analyzed for petrol(
hydrocarbons, volatile and semi-volatile organic compounds, and PCBs. Site assessn

Asbestos Surveys for K-Mart Corporation. Conducted asbestos survey for K-Mi
western regional headquarters. Managed the sampling, analysis, and report preparati

0 Lead Paint Abatement for Los Angeles Community Design Center. Managed
assessment and abatement of lead paint in a 90-year old former women's hotel r
downtown Los Angeles. The structure was undergoing a complete renovation to be u

planning firm. Initial projects include wholehouse repair at MCAS Yuma a
MCAGCC Twentynine Palms. Contract is valued at up to $5 million over 2 years.
Hazardous Material Inventory and Removal at a Former Electronics Manufacturi
Facility. Managed the inventory and removal of hazardous material/waste from
former electronics facility owned by IC1 Americas. Analyzed and removed sump wat
characterized and disposed of drums; inventoried laboratory storage locker; lab-pacE
and removed chemicals from the site.

Hazardous Material Inventory and Removal at the Port of Long Beach. Managa
sampling of a warehouse owned by the Port of Long Beach for hazardous matt
and removal of hazardous materials enabling the Port to demolish the structure

Responsible for all issues pertaining to health and safety of site workers at this 60
former aerospace manufacturing facility which was being prepared for demolitiol
sale. Over 50 buildings were investigated by conducting subsurface boring anc
sampling. A wide variety of chemicals were used at the facility during its 60
history, making health and safety an important concern. Conceived novel approa
health and safety plan preparation whereby individual plans were prepared for
building rather than one document which would have been cumbersome to implemc
the field. Performed similar duty for site investigation at Lockheed Plan1
undergoing demolition and divestiture.
Health and Safety Officer for Oil Well Reabandonment. Responsible for all aspe
worker and community health and safety during the reabandonment of an oil w
Newport Beach for the California Department of Transportation. The oil well, 1
had been abandoned during the 1930s, was reabandoned according to the CI
requirements of the California Division of Oil and Gas. Wrote and implemer
health and safety plan that included a large component directed at emergency res
procedures. Also conducted air dispersion modeling to predict the results of a SI
release of hydrogen sulfide and methane.

Air Oualitv MonitoringModeling
0 Air Quality Monitoring Program at Lockheed Plant B-1. Designed air qu
monitoring program to be implemented during infrastructure demolition. Used I
volume air samplers for monitoring of heavy metal dusts and stationary monitol:
real-time monitoring of chlorinated solvents and hydrocarbons. A meteorological st
recorded wind speed and direction, temperature, rainfall, and barometric pressure.
Air Quality Monitoring during Excavation of a Landfill. Designed and implement€
air monitoring program for a former uncontrolled landfill being excavated frc
freeway construction corridor. High-volume air samplers were stationed up
downwind of project operations. Collected samples for analysis of total suspe
particulates and lead.
Air Quality Dispersion Modeling for Portable Soil Treatment Unit. Modeled emis
using the EPA UNAMAP model ISCST. Prepared air quality dispersion repor
submittal to the South Coast Air Quality Management District in support of a pc
application for the unit.

served on the Beach Erosion Committee for almost four years. My term is scheduled to
terminate in June 1996. Last year I chaired the Beach Erosion Committee.. Since we
undertook the challenge to establish an opportunistic sand program, I have chaired the
subcommittee on the Opportunistic Sand Program. Carlsbad has now submitted pennit
applications to the various agencies to make that program a reality.
