RECOMMENDED ACTION:
Adopt Resolution No. L;/bPd45 , calling and giving notice
General Municipal Election to be held in the City of Carlsbz November 5, 1996;
Adopt Resolution No. ?d-&'$'b , requesting the Board of Superv.
to consolidate the election with the statewide election being
that day; and
Adopt Resolution No. ?dze&!qQ , adopting regulations for candic
at the election.
ITEM EXPLANATION:
In preparation for the General Municipal Election, it is nece for Council to take certain actions. This agenda bill present
first three actions required.
Resolution No. c/&-275 , calls and gives notice of the Ge Municipal Election to be held in the City 011 November 5, 1996,
the purpose of electing two members of the City Council.
nomination period for candidates is July 1.5, 1996, to Augu:
1996. If an incumbent does not file, the deadline extend
August 14, 1996
Resolution No. 0/&-2yb , requests the Board of Supervisor consolidate our General Municipal Election with the stab
election being held the same day.
Resolution No. Cib-AyI) , adopts regulations for candidates ai
General Municipal Election. These regulations are in accorc
with previous elections, as follows:
a. There is a 200 word limitation for candidates statements
b. The city will bill candidates for printing, handling mailing their candidates statements after the election actual costs are known. The estimated cost is $346. the Voting Right Act requires a Spanish translation, estimated cost includes a $75 charge for Sp( translation.
FISCAL IMPACT:
The cost of the election is estimated at $25,000, but vari(
which could change the cost are the number of candidates anc number of registered voters.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 5, 1996 FOR THE ELECTION OF CERTAIN OFFICERS AS REQUIRED BY THE PROVISIONS OF THE LAWS OF 'THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES.
WHEREAS, under the provisions of the laws relatin

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REQUESTING THE BOARD OF
SUPERVISORS OF THE COUNTY OF SAN DIEGO TO
CONSOLIDATE A GENERAL MUNICIPAL ELECTION TO BE HELD IN THE CITY OF CARLSBAII ON TUESDAY,
NOVEMBER 5, 1996, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON THAT DATE PURSUANT TO SECTION 10403 OF THE ELECTIONS CODE.
WHEREAS, the City Council of the City of Carlsbad cal:
General Municipal Election to be held on. November 5, 1996
the purpose of electing two Members of the City Council; and
WHEREAS, Section 439.1 of the Administrative Code o
County of San Diego authorizes the Registrar of Voters o
County of San Diego to render specified services relating t
conduct of an election to any City which has by resol

NOW, THEREFORE, BE IT RESOLVED, that pursuant to the ak
cited provisions, the Board of Supervisors of the County of
Diego is hereby requested to permit the Registrar of Voter
perform and render all services and proceedings incidental
and connected with, the conduct of the subject election of
City of Carlsbad, with cooperation and assistance of the
Clerk of the City of Carlsbad, such services to include, but
to be limited to the following activities as are appropriat

1. Furnish a tabulation of the number of registered v(

Establish voting precincts, secure locations
polling places, secure the services of election officers for
precinct as required by law, and furnish a list of precii
polling places and election officers for filing in the offic

BE IT FURTHER RESOLVED that if this consolidation
ordered, then pursuant to Section 14011 of the Elections Code
the election shall be held in all respects as if they were
one election; (b) only one form of ballot shall be used; and
the Registrar of Voters of the County of San Diego shall car
the returns of the subject election as part of the canvass of
returns of the election or elections consolidated hereby.
BE IT FURTHER RESOLVED that if this consolidatior
ordered, then pursuant to Section 14010 of the Elections (
within the territories affected by this order of consolidal

OF CARLSBAD, CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO CANDIDATES STATEMENTS SUBMITTED TO THE VOTERS AT AN ELECTION TO BE HELD ON TUESDAY,.
NOVEMBER 5, 1996.
WHEREAS, Section 13307 of the Elections Code of the f
of California provides that the governing body of any :

SECTION 1. GENERAL PROVISIONS. That pursuant to Se
13307 of the Elections Code of the State of California,

SECTION 4. PAYMENT. Each candidate filing a candid;
statement shall be billed for the services rendered a sun
greater than his or her actual prorata share of costs
