.Adopt Resolution No. 5h -a5 i approving formation of a committee to study
sites and designs for a City-owned skateboard facility. Once the committee is selel
approved by the City Council, it will be directed to report back to the Cou
recommendations upon completion of its research.
ITEM EXPLANATION:
A skateboard committee was first formed in 1991 , to study issues relating to skate
including the feasibility of a privately funded skateboard park in Carlsbad. The
skateboard committee was formed in 1992 and charged with reviewing site!
skateboarding was allowed and prohibited in the City, and identifying possible sites fc
skateboarders throughout the City. The committee recommended that staff be dil
explore the feasibility of several sites in Carlsbad for establishment of a low hazz
facility. At the City Council meeting however, staff was directed to pursue legislation to
the liability exposure to the City, so the site review recommended by the committee
conducted.
Now, in response to a request by skateboarders to provide skateboard facilitie:
increasingly popular sport, the Council subcommittee is requesting the Council conside
a nine-member committee to study development of the first City-owned skateboard
Carlsbad. The proposed committee would consist of a group of volunteers (none
school, and one high school aged rider, a professional rider, representatives of two loc
businesses, a mother and father of riders, and a representative of the Parks and R
Department. The committee would make its recommendations to the City Council thl
Park and Recreation Commission.
The committee will be assigned .the task of recommending an appropriate site or
construction of a local skateboard facility, preferred size and design layout of the fa1
estimated construction and maintenance costs.
Based upon information obtained from cities which currently have city-owned skatf
facilities, and the recommendation of the City Attorney on liability issues, the f
parameters will be imposed on the committee's recommendations: The skateboard f
be City-owned, but not supervised by City employees. The facility will be free of 1
users. It will have only low hazard props. The facility should be in a highly visible loci
while using the facility, and this mandate will be conspicuously posted at all facilities ar
would be members of the City Council), and include one elementary school, one ju

vigorously enforced by citations for a violation of a municipal code ordinance whic
enacted for that purpose.
FISCAL IMPACT:
The cost of the actual study is negligible. Design and construction fees will vary depc
the size of the facility, the complexity of the design, and whether or not the
incorporated into an existing park with amenities such as bathrooms, parking, fen
landscaping. An additional cost may be land acquisition, if a site other than a curreni
City property or existing park is recommended. Some or all of these costs may be r
through the imposition of a use fee program.
