RECOMMENDED ACTION:
Introduce Ordinance No. iQlS - 38s to establish a 45 mile per hour prima facic limit upon La Costa Avenue from Rancho Santa Fe Road to Camino De Los Coche
ITEM EXPLANATION:
La Costa Avenue is designated on the Circulation Element of the General PI:
secondary arterial between El Camino Real and Camino De Los Coches. We!

The subject segment is not posted.
Between Rancho Santa Fe Road and Camino De Los Coches, the portion of L8
Avenue is 0.41 miles in length. Current average daily traffic on this segment i
vehicles. The geometric design exceeds the minimum standards for a secondary E
Sections 22357 and 22358 of the California Vehicle Code authorizes local authc
establish a prima facie speed limit on the basis of the results of an engineering ar
survey. Staff presented the results of the survey to the Traffic Safety Commis
June 3, 1996. The engineering and traffic survey considered such factors as the
of collisions that have previously occurred, roadway features, geometric design
critical speed within this segment of La Costa Avenue. Based upon the result
engineering and traffic survey the Commission recommended, by a 3-0 vote, that
facie 45 mile per hour speed limit be established upon La Costa Avenue from
Santa Fe Road to Camino De Los Coches.
The current version of the Engineering and Traffic Survey is on file in the Office of
Traffic Engineer.
FISCAL IMPACT:
Installation of two speed limit signs will cost about $250.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE IO, CHAPTER
10.44 OF THE CARLSBAD MUNICIPAL CODE BY THE
AMENDMENT OF SECTION 10.44.070 TO ESTABLISH A PRIMA
FACIE 45 MILE PER HOUR SPEED LIMIT UPON LA COSTA
AVENUE FROM RANCHO SANTA FE ROAD TO CAMINO DE
LOS COCHES.
The City Council of the City of Carlsbad, California, hereby ordains as folio\
SECTION 1: That Title IO, Chapter 10.44 of the Carlsbad Municipal Cc
.,amended by the amendment of Section 10.44.070 to read as follows:
"1 0.44.070 La Costa Avenue
(a) Upon La Costa Avenue from El Camino Real to a point one thousanc
easterly the prima facie speed limit shall be thirty-five miles per hour.
(b) Upon La Costa Avenue from a point one thousand feet easterly of El C;
Real to its intersection with Camino De Los Coches the prima facie speed limit sh
forty-five miles per hour.
(c) Upon La Costa Avenue from Interstate Highway 5 to its intersectior
El Camino Real the prima facie speed limit shall be fifty miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days afl
adoption and the City Clerk, City of Carlsbad, shall certify to the adoption c
ordinance and cause it to be published at least once in a newspaper of gf
circulation in the City of Carlsbad within fifteen (15) days after its adoption.
