I RECOMMENDED ACTION:
Adopt Resoiution NO. %=-35q approving plans and specifications and authori;
city Clerk to advertise for bids for the construction of the Olivenhain Road Wi
Project No. 3466.
I ITEM EXPLANATION:
Plans and specifications for widening of Olivenhain Road from El Camino Rea
Rancho Ponderosa subdivision have been completed.
This project will realign and widen Olivenhain Road from the existing two-lane roa
ultimate configuration of the City of Carlsbad's prime arterial standard, includin
sidewalk. The existing bridge at the intersection of El Camino Real and Olivenhal
will also be extended. A new traffic signal will be installed to accommodate the ex
intersection.
The City of Encinitas has agreed to utilize its 20A funds to underground overhead
from El Camino Real to Rancho Ponderosa. A detention basin is also propose
constructed on Wiegand's property and adjacent to Olivenhain Municipal Water The purpose of the detention basin is to prevent flooding of the intersec Olivenhain Road and El Camino Real in a 1 OO-year storm. As a part of this project,
coordinated and paid SDG&E for the relocation of a 30" HPG main which was COI

I EASEMENTS:
Staff of the Cities of Carlsbad and Encinitas have successfully negotiated and acql

On January 21 , 1992, Carlsbad adopted Resolution No. 92-27 and recommenc
certification of the EIR to the City of Encinitas. On March 11, 1992, the City Counc
City of Encinitas adopted Resolution No. 92-10 approving alignment no. 2 and cc
the EIR for the widening of Olivenhain Road. The City has also secured U.S. Arm!
of Engineers and State Fish & Game permits. These permits were issued based
requirements of the certified EIR and road alignment alternative II.
~ I GENERAL PLAN CONSISTENCY:
At their meeting on June 1 , 1994, the City Planning Commission adopted Re:
No. 3660 making findings of General Plan Consistency for the project.

FISCAL IMPACT:
The total construction costs of this project is estimated at $4,205,693 which inc
costs for utilities relocation and construction of a detention basin as follows:

This project will be funded equally by the City of Encinitas and Rancho Santa Fe/Olivenh;
Community Facilities District (CFD) No. 2. Carlsbad has appropriated $125,000 from PI
to cover the City's share of the traffic signal costs.
In advance of CFD No. 2, the City of Carlsbad has received sufficient funds from the de

CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS ANC
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE
CONSTRUCTION OF OLIVENHAIN ROAD WIDENING
PROJECT NO. 3466.
WHEREAS, the City Council of the City of Carlsbad, California, has dc
necessary and in the public interest to construct Olivenhain Road Widening; and,
WHEREAS, plans and specifications for the furnishing of all labor, matt
equipment, transportation and other expenses necessary or incidental for said projec
prepared and are on file in the Engineering Department of the City of Carlsb
incorporated by reference herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Crty c
California, the following:
1. That the above recitations are true and correct.
2. That the plans and specifications as presented are hereby approved.
3. That the City Clerk of the City of Carlsbad is hereby authorized and
publish, in accordance with law, Notice to Contractors inviting bids for the con
