Receive report from the Carlsbad Unit of the League of Women Voters of North
Coast San Diego County regarding the composition of city boards and
commissions.
I ITEM EXPLANATION
The City Manager has received a request from the League of Women Voters to
present the results of a survey conducted among the current membership of city
boards and commissions. It is the City Council's policy to provide an opportunity
for citizens to place items on a City Council agenda by submitting a letter to the
City Manager ten days prior to the meeting. The presentation of the item is
limited to ten minutes.

League of Women Voters requests time on a future council
agenda for the presentation on our recent survey of the
citizen advisory bodies at work in the city.
Our survey was aimed at discovering how well the makeup
of the present boards reflects the entire community. Please
let us know when time will be available by calling our
League number at 736-1608. Any questions you may have
on our planned presentation can also be answered by calling
this number. We look forward to sharing the results of
this survey with the city council.

The Carlsbad Unit of the League of Women Voters of North Coast San Diego County continuing interest in the role of citizen participation in local government . Several years a League recommended term limits for community members who serve on citizen advisory i and the council enacted such a policy. At that time we also recommended that the city consi aspects of the community when making appointments, including geographic, economic
social. Recently we completed a survey of the city boards and commissions to determine hov
thk goal is being met. This survey reflects the makeup of these groups as of May 1. Of c some new members have been appointed since then so some of the numbers may change a litl the trends are clear to see. The information for the survey comes exclusively from applicatic file in the city clerks office and the staff there was very helpful .
At the time of the survey there were 86 board and commission members. of that group 27 ( were women and 59 (69%) were men.
Age distribution was a little harder to determine but by using the applications and noting educ dates. work experience and other clues, it appears that 4 (4%) members are between the ages and 35 while 27.9 % of Carlsbad’s citizens fall into this group. 44(51%) of the members
from 35-64 as compared to 37.7% for the entire community and 38 members(44’7b)were over
compared with 13.1 % citywide.
Again judging by the applications, 80 members (93%) are white while 81.7% of the popul citywide falls into this grouping. There 4 (4%) Hispanic members compared to 13.8% Hisp
in the city. One Native American and one Asian serve on the boards.
453%) members live in the Northwest Quadrant: 10 (1 1%) in the Southwest: 15 (17%) i Northeast andl5( 17%) in the Southeast.
It seems clear that women, younger citizens, and Hispanics are under represented and thz
geographical distribution reflects a long-standing division between La Costa and the rest of thc
of Carlsbad.
A review of the applications shows a great variety of backgrounds among the citizen advisors of them, about a quarter, have connections with the building industry and real estate . 12

business backgrounds. 10 come from government work and there are artists, educators. at engineers, nurses, retired military. lawyers, one doctor and two environmentalists, as well i
homemakers and two unemplo>ed. Almost all of them have been previously involved cornmunit\. with mar} impressive accomplishments listed.
The League offers the results of this survey in the spirit of service to the community
recommend a review of the process of appointment of citizens to city boards. Perhaps publicity about openings and a reach out campaign to under represented groups would at m.ider sepment of the community. The League would be happy to work with city staff as H'( in the past to increase citizen awareness of the opportunity to participate in city government.
