RECOMMENDED ACTION:
That the City Council ADOPT Resolution No. 3L-32-3 APPROVING the Streel
Name Change, renaming Blue Heron Place to Four Seasons Point.
ITEM EXPLANATION:
On August 7, 1996, the Planning Commission conducted a public hearing and
recommended approval (7-0) of a street name change to rename Blue Heron Place to
Four Seasons Point. Blue Heron Place is a private road that serves solely the Four
Seasons Hotel and Resort. As shown on the attached location map, approval of the
street name change would rename the entire private roadway between Aviara
Parkway to the north and the private hotel shuttle road to the south.

Staff originally recommended against the street name change because it did not
strictly adhere to the provisions of the Street Naming and Addressing Policy No. 20.
Specifically, street names in the southwest quadrant are supposed to follow a theme
of plants, birds or nautical terms. The Planning Commission determined that, while
the word ‘Point’ is a suffix, it is also a nautical term and therefore is consistent with the
policy. The name ‘Four Seasons Point’ also exceeds the 16 letter and space
maximum stated in Policy No. 20. This requirement is included in Policy No. 20 to
ensure that street names fit on standard City street placards, The applicant has
agreed to abbreviate “Point” to “Pt”, which would allow the street name to fit on a
standard size street sign. He has also committed to pay all costs associated with the
street name change, and no fiscal impact to the City will result.
During discussion, the Planning Commission determined that there are overriding
considerations for destination resorts that require certain place identification and
directional assistance. Having the intersection of Aviara Parkway and Four Seasons
Point as the entrance to the Four Seasons Resort Aviara certainly assists with place
recognition to the traveler and local visitors. The emergency services departments
concurred that there would be no confusion or loss of response time due to the street
name change.
The Planning Commission also recommended, through minute motion, that the City
Council reexamine Policy No. 20 with regard to the rules and regulations governing
street name changes.

The applicant, Aviara Resort Associates, will bear all costs associated with the street

Name Change to change Blue Heron Place to Four Seasons Point in the Four
Seasons Resort Aviara, generally located south of Aviara Parkway, between Finch
Lane and Black Rail Court in Local Facilities Management Zone 19.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 3964,
RECOMMENDING DENIAL of Street Name Change No. SNC 96-01, based upon the
findings contained therein.
11. INTRODUCTION
The proposed street name change would rename the entire length of Blue Heron Place, from its
northern terminus at Aviara Parkway to its southern terminus at the shuttle road, to Four Seasons
Point. The City Council has a policy on renaming streets that specifies the types of terms and
suffixes that are appropriate for street names in various portions of the City. The proposed street
name of Four Seasons Point does not meet the specifications detailed in the Council Policy,
therefore staff cannot recommend support of the proposal.
111. PROJECT DESCRIPTION AND BACKGROUND
Aviara Resort Associates is requesting approval of a street name change for Blue Heron Place
within the Four Seasons Resort Aviara. As shown on the attached location map, the proposal
involves renaming the entire private roadway, from its terminus at Aviara Parkway in the north
to the southern terminus at the shuttle road, to Four Seasons Point. The applicant has stated that
for the traveler to the resort and the postal patron.
In 1987, the City Council adopted a policy statement regarding the naming, renaming and
addressing of streets. The action served to implement the General Plan Circulation Element
program to “establish and maintain an official street naming and addressing plan to remove
conflicts, duplication and uncertainty.” A conflicting or confusing street naming or addressing
system can increase congestion, detour visitors and slow emergency response. Therefore,
Council Policy No. 20 details a system for selecting the main street name, its suffix and the
addresses on the street. This procedure is followed during the final subdivision map review,
prior to the public or private street being recorded.
Occasionally the need arises to rename a street. Typically this is based upon confusion or
duplication of names (e.g. Palmer vs. Palmar or Mision Estancia vs. Estancia Street) and the
the street name change is necessary for the proper identification of the Four Seasons Resort, both

resulting potential for delay in safety response times. In some instances, a street has been
renamed to satisfy a neighborhood or developer’s marketing needs, provided it remained equally
or more consistent with the City Council Policy No. 20. There have been recent examples of
street names or street name changes that did not fully comply with the Street Naming Policy but
were allowed by City Council due to the city-wide economic benefit. Elm Avenue was changed
to Carlsbad Village Drive to enhance place recognition of the downtown Village Redevelopment
Area. The portion of Alga Road in the southwest quadrant was changed to Aviara Parkway to
facilitate travelers in locating the Aviara Resort. The partially public and partially private
roadway entering the Legoland Carlsbad was named Leg0 Drive to provide identity and
directional aide to the Park.
IV. ANALYSIS
As discussed, the only document governing the naming and renaming of private and public
streets is City Council Policy No. 20, the Street Naming and Addressing Policy. In addition to
the regulatory documents, a street name or rename should not interfere with safe and adequate
circulation, including emergency response time. Therefore, the following analysis is divided into
two sections, one discussing compliance with the Council policy, the other discussing the
potential circulation impacts.
A. Conformance with Council Policy No. 20
The Street Naming and Addressing Policy specifies the types of main names and suffixes for
streets within Carlsbad. As shown on the attached Street Name Classification Map, different
portions of the City have themes for the main name of a street. For example, streets in the
southeast quadrant should be labeled with either names of birds or Spanish names, such as El
Gavilan, Camino de 10s Coches or Calle Acervo. The theme names for the southwest quadrant,
the area proposed for the street name change, are flowers, trees, plants, birds or nautical terms.
The Street Naming Policy also lists acceptable street name suffixes. These suffixes are grouped
to indicate size and direction of a street. For example, north-south trending roadways are
typically named streets or drives whereas east-west trending roadways are typically avenues or
roads. The grouping of suffixes by direction aides emergency response personnel in locating the
roadway.
The proposed street name change from Blue Heron Place to Four Seasons Point does not
conform to City Council Policy No. 20 in several aspects. The term “Four Seasons” does not fit
in the theme of flowers, trees, birds, plants or nautical terms. The suffix “Point” is not listed as
an allowable suffix for any street in the Street Naming Policy. In addition, the policy requires
street names to be limited to 16 letters and spaces so that standard street name blanks can be
used. Four Seasons Point totals 18 letters, which exceeds the maximum allowed by the policy.
Given that the proposed street name change does not correspond with the appropriate theme,
does not use an allowable suffix and exceeds the maximum amount of letters and spaces, the
proposed street name change does not conform with the City Council Policy No. 20 regarding
the renaming of streets.

B. Circulation Impacts
As discussed above, confusing or conflicting street names can increase congestion and slow
emergency response times. The current proposal does not use the accepted theme name or suffix
name which may be confusing. Therefore, the proposed street name change was reviewed by the
Fire and Police Departments. Both departments reported that no emergency response concerns existed. It was requested that, should the street name change be approved, the applicant
reimburse the City for the cost of modifying the emergency response maps and computer
dispatch data base.
In summary, the proposed street name change would likely not cause severe circulation impacts.
No homes are or will be addressed off of Blue Heron Place and the only business being
addressed off the private road is the Four Seasons Resort. As indicated by the safety services
departments, no adverse impact to emergency response should be expected. However, since the
proposed street name change does not conform with the City Council Policy No. 20, staff cannot
recommend support.
V. ENVIRONMENTAL REVIEW
The physical ramifications of a request to change a street name involve the refacing of existing
street name signs and qualifies as a minor alteration of existing public structures involving
negligible expansion of use. The proposal is therefore exempt from environmental review
pursuant to Section 15301(g) of the State CEQA Guidelines and a Notice of Exemption will be
issued upon final project determination.

8. SNC 96-01 - BLUE HERON STREET NAME CHANGE - Request for a Street Name Change to
change Blue Heron Place to Four Seasons Point in the Four Seasons Resort Aviara, generally
located south of Aviara Parkway, between Finch Lane and Black Rail Court in Local Facilities
Management Zone 19.
Chairman Compas reminded the applicant, the public and Commissioners that approval of this item wouh
forwarded to the City Council for its consideration.
Project Planner Michael Grim briefed the Commission on the background of this item and stated that the
proposed street name change would rename the entire length of Blue Heron Place, from its northern tern
at Aviara Parkway to its southern terminus at the shuttle road, to Four Season Point. The City Council hz
policy (Council Policy 20) on renaming streets that specifies the types of terms and suffixes that are
appropriate for street names in various portions of the City, and in this particular area, the policy requires

theme names dealing with flowers, trees, plants, birds, or nautical terms. This Policy further states that the
number of letters be limited to 16, and this proposed street name is 18. Because the name of Four Seasor
Point does not meet the specifications detailed in the Council Policy, staff cannot recommend support of thl
proposal.
With regard to circulation impacts, Mr. Grim stated that the proposed street name change would not likely
cause severe circulation impacts. There are no homes that are currently, or will be in the future, addresset
off of Blue Heron Place, and the only business being addressed off the private road is the Four Seasons
Resort. As indicated by the safety services departments, no adverse impact to emergency response shoull
be expected.
Commissioner Noble asked at what point the name of a street becomes permanent? Mr. Grim replied that
street names are locked in when a map is finaled. Mr. Grim added that Blue Heron did not get locked in un
this phase of CT 95-02 was finaled. Commissioner Noble queried what the difference was making this a
definitive name, which is consistent with the General Plan, and then it changes from large commercial to
small commercial, for example. Mr. Grim responded that once the map is recorded, the name is set in ston
and cannot be changed except through Council Policy 20. Commissioner Heineman asked what difference
makes if it does violate the policy, because the name “Blue Heron” does not fit in with the themes of the
southwest quadrant, either. Mr. Grim responded that the name Blue Heron fit in with the names of birds of
the Batiquitos Lagoon.
Chairman Compas invited the applicant to speak.
Applicant Larry Clemens, Aviara Resort Associates, 201 1 Palomar Airport Road, Suite 206, Carlsbad,
addressed the Commission, and said he believed this name change would be positive move because it WOL
facilitate finding Aviara, and would reduce the response time for emergency vehicles because it would be
obvious where the street is. Additionally, Mr. Clemens said the number of letters would comply with the number Of letters Of a Street name stipulated in Council Policy 20. in that it would be shortened as foliows:
“Four Seasons Pt.” The name change is basically for destinational signage purposes. Mr. Clemens added
that in the future he would like to change the street name that has come to been referred to as “Shuttle Roac
to the name “Blue Heron Place.”
Commissioner Noble asked the applicant why not leave the street name Four Seasons Pt. all the way down,
including the portion that is now called “Shuttle Road.” Mr. Clemens said that this was a private road and nc
open to the public, that the name “Blue Heron Road” was preferable over Shuttle Road.
Commissioner Savary argued the point that the word “point” is consistent with Council Policy 20, because it i
it a nautical term, and used examples such as “Pt. Loma.” Commissioner Welshons agreed with the point
made by Commissioner Savary, that this does comply with Council Policy. Commissioner Welshons added
that this is a Council policy, not an ordinance, which offers some flexibility. Commissioner Welshons stated
that this is a private road and doesn’t affect residents. Commissioner Welshons also added that a
precedence had already been established with LEGO, which is a similar type of road leading to a business,
and other street names such as Carlsbad Village Drive, which exceed the 16-letter requirement.
Chairman Compas asked what if this street name change is approved and implemented, and then at Some
point in the future the Four Seasons becomes something else? Commissioner Welshons replied that the
same process will take place. Chairman Compas asked who pays for the changes to maps, etc.
Commission Welshons said do as the City did with Aviara Parkway - incorporate any cost to the developer.
Commissioner Noble reiterated the fact that a precedent had been set and the street name policy needs to bt
updated. Additionally, it is the position of the City Council to be “business-friendly” in situations like this.

Mr. Grim made the point that the nautical terms are supposed to apply to the main name, and the City Cour
Policy does makes a distinction between the main name and the suffix, therefore Point in that structure WOL
be the suffix, not the main name.
ACTION: Motion by commissioner Welshons, and duly seconded, to adopt Planning Commissic
Resolution No. 3964, recommending approval of Street Name Change No. SNC 96-0'
based upon the subject of the conditions..

Commissioner Welshom stated the following findings in support of the recommendation of approval: Four
Seasons describes the resort use exclusively served by a private road and offers place identification along
Aviara Pkwy; "Point" is a nautical term; there are overriding economic considerations in providing direction ti
a destination resort; Blue Heron Place is a private street which only serves the Four Seasons Hotel and the1
are no residences or businesses addressed off the private road; and a precedent has been set in the City fc
street name changes which do not comply with the Council Policy of having 16 or fewer letters.
ACTION: Minute Motion by Commissioner Savary, and duly seconded, to ask the City Council to
reconsider the rules and regulations regarding street names contained in Council Polic
20.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Carlsbad will
hold a public hearing at the Council Chambers, 1200 Carlsbad Village Drive, Carlsbad,
California, at 6:OO p.m. on Wednesday, August 7, 1996, to consider a request for a
Street Name Change to change Blue Heron Place to Four Seasons Point in the Four
Seasons Resort Aviara on property generally located south of Aviara Parkway, between
Finch Lane and Black Rail Court in Local Facilities Management Zone 19.
Those persons wishing to speak on this proposal are cordially invited to attend the
public hearing. Copies of the staff report will be available on and after July 31, 1996. If
you have any questions, please call Mike Grim in the Planning Department at (619)
438-1 161 , extension 4499.
If you challenge the Street Name Change in court, you may be limited to raising only
those issues you or someone else raised at the public hearing described in this notice
or in written correspondence delivered to the City of Carlsbad at or prior to the public
hearing.
