For the past year, City staff and the US Army Corps of Engineers have been PI
application for the use of the Section 103 - Continuing Authority Project funds for the c(
a shore protection structure along Carlsbad Boulevard adjacent to the Agua Hedionda I
purpose of this structure is to protect Carlsbad Boulevard from potential damage as a rf
driven waves from the Pacific Ocean.
The project consists of approximately 3,100 feet of concrete wall with three platfon
access ramps to the beach. The project is basically broken into two segments: The fc
of this project is approximately 2500 linear feet and is located between the inlet and 01
the lagoon. A 600 foot southerly extension is also included which would be constrl
south of the outlet jetty to protect that portion of Carlsbad Boulevard as well as a smal
area.
These Wo sections of coastline create a natural break in the project. Consequentl)
limited funding sources available for this project, City and Corps staff focused on the mi
the project between the jetties since this piece was within the projected funding limits.

On September 25, 1996, the Army Corps of Engineers conducted a bid opening in ordc
with the award of a construction contract for the shore protection wall. The bid doc1

extension) separately such that final funding can be determined. The apparent lowesi
estimated that this project will cost $3,737,220. Since this is a federal constructior

The City has entered into cooperative agreements with both the US Army Corps of EI
the California Department of Boating and Waterways. These agreements allowec
designate the funds for construction and also establish percentages of participatio
supporting agency. All three agencies have worked cooperatively in the design of tt-
well as providing funding to ensure that the roadway is protected.
These two governmental agencies and the City of Carlsbad have contributed the follow

(1) Approximately $195,000 has been used to produce the required documentation.
(2) Includes a $1,335,000 grant plus the remaining $50,000 balance from a previous gri

The final construction cost is $4,271,644 leaving a shortfall of approximately $282,000.
The Council has four funding options to consider:
Option 1 - The Council can fund the shortfall of $282,000 from the City’s TransNet
balance.
Option 2 - Council could fund the additional $282,000 from the General Fund contingen
Option 3 - Council could fund the additional $282,000 from available Gas Tax Funds.
Options I, 2, and 3 would allow the project to remain on schedule and comply witt-
project design and permits.
Option 4 - The Council could reduce the project scope by only constructing the feder:
eliminating the southerly extension. This option would require no additional funding. If
chosen, the southerly portion of Carlsbad Boulevard associated with the southern extt
still be at risk for future damage. In addition, the most southerly tip of this project act1
sensitive bluff area adjacent to Carlsbad Boulevard.
Staff is recommending that the Council consider Option 1 authorizing an appropriation
from the City’s TransNet Local Fund balance.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE FINANCE DIRECTOR TO
APPROPRIATE AN ADDITIONAL $282,000 FROM THE CITY'S
TRANSNET LOCAL FUND BALANCE FOR THE CONSTRUCTION OF A
SHORE PROTECTION WALL ALONG CARLSBAD BOULEVARD
ADJACENT TO THE AGUA HEDIONDA LAGOON.
WHEREAS, the City Council of the City of Carlsbad, California has det,
necessary, desirable, and in the public interest to construct a shore protection
Carfsbad Boulevard adjacent to the Agua Hedionda Lagoon; and
WHEREAS, this portion of Carfsbad Boulevard is at risk of being damaged as
intense storm driven waves generated off the Pacific Ocean; and
WHEREAS, the City has entered into cost sharing agreements with both thc
Corps of Engineer and the California Department of Boating and Waterways which sti~
maximum amount of funding allowed for these agencies; and
WHEREAS, in order to complete this project, it is necessary to appropriate ar
$282,000 from the City's TransNet Local Fund balance to the shore protection v
account.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City oi
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes the Finance Director to appropriate $2E
the City's TransNet Local Fund balance for the construction of a shore protection
Carlsbad Boulevard adjacent to the Agua Hedionda Lagoon.
