RECOMMENDED ACTION:
That the City Council ADOPT City Council Resolution No. 76 -33 9, APPROVING a
request to change the name of Descanso Boulevard to Island Way and the name 01
Ponto Drive to Surfside Lane for that portion from cul-de-sac to cul-de-sac in the La
Costa Downs subdivision.
ITEM EXPLANATION:
This request involves changing the street names of Descanso Boulevard and E
portion of Ponto Drive to Island Way and Surfside Lane, respectively. The requesi
was reviewed by staff and determined to be consistent with City Council Policy #20.
The proposed renaming involves only undeveloped properties and the Seapoin.
Resort property (currently under construction). The proposed change does no
require a change of address for any existing structures or residents. The Planning
Commission unanimously recommended approval of this request at its public hearing
of August 7, 1996.
ENVIRONMENTAL REVIEW:
The proposed street name changes have been determined to be exempt from CEQF
pursuant to Section 15301 (9) of the State CEQA Guidelines.
FISCAL IMPACT:
There will be no fiscal impact to the City from approval of the proposed street name
changes. The applicant is conditioned to bear any costs resulting from necessaJ
street name sign changes and/or mapping changes.

WHEREAS, Continental Commercial Corporation has filed a 7
application with the City of Carlsbad which has been referred to the Planning Commission

Occasionally the need arises to rename a street, This may be based upon confusion OT
duplication of names and the resulting potential for delay in safety response times. In some
instances, a street has been renamed to satisfy a neighborhood or developer’s marketing needs,
provided it remained equally or more consistent with the City Council Policy No. 20. Only one
street name change has been approved which was inconsistent -with the Street Naming Policy.
That was the name change of Elm Avenue to Carlsbad Village Drive. The City Council found
that the changing of the street name would enhance place recognition from the freeway,
encouraging travelers to stop and enjoy the Village Redevelopment area.
IV. ANALYSIS
City Council Policy No. 20 (“Street Naming and Addressing Policy”) governs the naming or
renaming of private or public streets. In addition to the specific items addressed in this policy, a
street name or rename should not interfere with safe and adequate circulation, including
emergency response time. Therefore, the following analysis is divided into two sections, one
discussing conformance with the Council policy, the other discussing the potential circulation
impacts.
A.
City Council Policy No. 20 addresses four specific issues as discussed below.
1. Policy No. 20 specifies the types of names allowed for streets within Carlsbad. As shown
on the attached Street Name Classification Map, different portions of the City have themes for
the main names of streets. Allowed street names in the southwest quadrant (the area of the
proposed street name change) are flowers, trees, and nautical terms. The proposed street names
(Island Way and Surfside Lane) comply with this part of the policy.
2. Policy No. 20 also contains a list of authorized street designations (Le., suffixes). Both
proposed street name change areas will contain between 40’ and 60’ of right-of-way. The
designations of “Way” and “Lane” are appropriate for these types of streets.
3. To reduce conflicts and conhsion, Council Policy No. 20 dictates that the main name for
a street be used only once. Review of the proposed street names by the various City departments
(including Fire and Police) indicates that the proposed names comply with this portion of the
Policy No. 20.
4. Policy No. 20 establishes a general system to govern numbering of buildings in the City.
This system includes the direction of numbering (North, East, South, or West) and street side for
the location of odd and even numbers. The proposed street name changes do not involve any
existing structures/addresses. The Seapointe Resort, currently under construction, will be
addressed consistent with the requirements of this policy.

As discussed above, confusing or conflicting street names can increase congestion and slow
emergency response times. The proposed street name change was reviewed by various City
departments, including Fire and Police. No potential confusion or conflict is anticipated, and no
emergency response concerns were identified.
The applicant will be required, and is conditioned, to bear the cost of the necessary new street
name signs.
In summary, the proposed street name change complies fully with Council Policy No. 20 and no
negative traffic/circulation or emergency response impacts are anticipated. In addition, no
existing residents or businesses will be affected by the proposed name change. Therefore, staff
is recommending approval of the proposed change.
V. ENVIRONMENTAL REVIEW
The physical ramifications of a request to change a street name involve the refacing of existing
street name signs and qualifies as a minor alteration of existing public structures involving no or
negligible expansion of use. The proposal is therefore exempt from environmental review
pursuant to section 15301(g) of the State CEQA Guidelines and a Notice of Exemption will be
issued upon final project determination.

Chairman Compas reminded applicant, the public and Commissioners that approval of this item would be
forwarded to the City Council for its consideration.
Project Planner Elaine Blackburn gave background information for the requested street name changes for
this item. The proposed street name change would rename Descanso Boulevard to Island Way and Pont
Drive to Surfside Lane for that portion from cul-de-sac to cul-de-sac in the La Costa Downs subdivision. 1
City Council has a policy, Council Policy 20, for renaming streets that specifies the types of terms and
suffixes deemed appropriate for street names in various portions of the City. These particular names me1
the specifications detailed in this policy. The applicant is conditioned to bear any expense relating to the
costs of such a change be it map changes, street signs, etc. Staff is recommending approval.
Chairman Compas invited the applicant to speak.
Applicant David Brown, Co-President of Grant Pacific Resorts, 5050 Avenida Encinas, Carlsbad. Mr. Brc
thinks the names sound nicer and said he was available to answer questions the Commission may have.
Chairman Compas opened the public testimony and issued the invitation to speak. Seeing no one, Chair
Compas closed public testimony and opened Commission discussion.
Commissioner Nielsen asked how was the term "Surfside" nautical. He did not ask for a response.

CARLSBAD, CALIFORNIA, APPROVING A STREET NAME

LOCATED IN THE SOUTHWEST QUADRANT.
