Hold a public hearing on the establishment of fees for Local Coastal Program devel1 ment permits. Adopt Resolution No. ?6 - 3 5! I setting fees for Local Coastal Program develo] ment permits and amending the Master Fee Schedule. 2. ITEM EXPLANATION: At its meeting July 16, 1996, Council adopted Ordinances No. NS-364 and NS-365, amen Titles 19 and 21 of the Carlsbad Municipal Code by the amendment and addition of vai sections: 1) amending the city’s Local Coastal Program (LCP) in the Mello I, 11, and Easi West Batiquitos Lagoon segments of the LCP; and 2) accepting permit authority to admir the city’s Local Coastal Program for all properties within the above segments. Ba unforeseen circumstances, Coastal Commission’s final action on Carlsbad’ s request for pr authority should occur October 1 2th or 1 3th, with permit jurisdiction assumed by Carlsba October 2 1 St. It is necessary to establish fees for the various types of permits which will be administere the City. These are outlined in Exhibit “A”, attached to City Council Resolution No. 96-31 In establishing the fees, fifteen cities in the state with permit authority were conti regarding the cost of their various coastal development permits. Formulas and fees v widely. Fees for Carlsbad were determined using a reasonable expectation of numbers of 1 to process, using a mid-range Planner’s salary. The fees for coastal permits will be inch along with all other development related fees, in the fee study to be conducted by the City in calendar year 1996. FISCAL IMPACT: The fees do not exceed the estimated reasonable cost of providing the application proce services, as required by Government Code Section 66014. It is estimated that the ai revenue from Coastal Development Permits will reach $15,000 - $18,000. EXHIBITS: 1. That the fee schedule shown in Exhibit “A”, attached heret adopted and the Master Fee Schedule is amended to include said fees. 2. That all other development-related fees shall remain under tk previous resolutions adopted by the City Council. 3.
